Malad police arrested 40-year-old Suryakiran Chauhan on Saturday night, after neighbours reported the incident. Investigations have revealed that he was infuriated when his mother accused him of being an unemployed parasite, living off his father's funds.
Speaking of his short temper, PI Rajaram Prabhu revealed that Chauhan had been involved in a macabre crime six months ago. Enraged because two dogs in the locality were barking incessantly, Chauhan brutally killed the two canines, and, butchering them into pieces, took them home to roast and eat them. When neighbours alerted the police, Chauhan was arrested.
On Saturday, an inebriated Chauhan entered his Malad (West) home, to find his mother Sailabai (62) preparing dinner for his father. A belligerent Chauhan demanded food from his mother. The irate mother refused, calling him a freeloader instead. Flying into a fit of rage, Chauhan picked up the grinding stone from the kitchen, smashing his mother's head with it. Chauhan then sat stone still by his mother's body for two hours, allegedly planning to chop her body into pieces.
Shripath, Chauhan's father, said in his statement, "He killed two dogs because they barked at him and brought them home to eat their meat. After killing my wife, he was watching her intently, and his posture made it clear that he was eager to eat her as well."
"Chauhan was about to chop his mother into pieces when his father Shripath walked in, and stopped him. He raised the alarm and alerted the neighbours. Upon reaching the spot, we found Chauhan with a knife in his hand. The locals then called us and reported the murder. We are investigating if the accused was contemplating eating his mother," said Prabhu.
"We have arrested Chauhan on charges of murder, and will present him in court on Monday. The past incidents indicate that anger was the chief motivation for the crime," added Prabhu.

Prostitution in Mumbai parlours busted, 11 arrested

Mumbai, Aug 17 : The Crime branch on Saturday, Aug 13 busted sex rackets that were being carried out in four Beauty parlours in Bhayander West.

Acting on a complaint filed against few salons in the area, the Bhayander police launched a search.

During their raid on Shringar, Diana, Glow and Lotus parlours at various locations in Indira Market, the police came across several women lending sexual favours on clients who came there seeking "massage".

The cops arrested 11 including few of the clients. The customers have been booked under sections 110 (abetment) and 112 of the IPC. The police said the Diana parlour had a branchin Borivli, which was also recently raided.

Residents of the Indira Market area had lodged a complaint with the police about the prostitution racket after they got suspicious as the parlours stayed open till late at night.

Hair-raising tale: Mystery man chops off girls' locks

An unidentified man has been lurking in Ghatkopar to accost minor girls and lop off their locks before disappearing; residents have mobilised a youth group to patrol the area and nab the culprit
For these modern-day Rapunzels, it was no wicked witch, but an unidentified man who snipped off their lustrous locks, causing them considerable distress.

The residents of Bhatwadi and Katodi areas in Ghatkopar have been on tenterhooks, ever since an unidentified man chopped the tresses of two minor girls and walked away scot-free.
Responding to this incident, local residents have roped in a group of youth to patrol the streets, in search of the 'tress'passer responsible.
On August 11, four-year old Sanskriti, the daughter of Sanjay Ghanekar (38), a resident of Katodi in Ghatkopar (West), was accosted on her way home by an unidentified man, who sheared the toddler's locks, running away with his ill-gotten gains.
A traumatised Sanskriti rushed home and narrated the entire incident to her parents.
"I had heard swirling rumours of a man who lurks in the neighbourhood with a pair of scissors hidden in a handkerchief.
He catches young girls, and lops off their hair in a trice. I think he is a tantrik who needs hair for his occult rituals," said Ghanekar.
Little Sanskriti told MiD DAY, "He ran away after cutting my hair."
Dis-tress-ing situation
Residents in the area witnessed a similar incident on July 30. The victim of the scissor-happy culprit this time was 10-year-old Dhanshree Dattaram Bargude, a Bhatwadi resident.
Dhanshree's mother Deepali said, "When she came running to me, I saw that her hair had been chopped off.
I accompanied her to the spot where the bizarre incident had taken place, but found no one. I have heard of similar incidents taking place in this area."
In spite of the rather alarming number of times that this peculiar incident has taken place, the residents of the area have not lodged a formal complaint yet, reposing more faith in their own vigilante group instead.
When a resident approached social worker Shailesh Mohite for assistance, the latter mobilised a youth group to patrol the area every night, under the aegis of Ganesh Savardekar, a local.
"I have heard of more than eight such incidents taking place in the area. The police control room has been intimated, and cops said that they would be keeping an eye on the area.
The youth group has already interrogated more than 20 suspects. I have full faith in their abilities, and know that they will nab the culprit," said Mohite.

The police are suspecting that the perpetrator of these unwanted hairstyling feats could be a retarded or perverse individual, or even a tantrik.
"I have heard of several such incidents, but no resident has approached us yet, so all we can do is keep a close eye on the area," said C V Zendekar, senior inspector of Ghatkopar police station.

Shamed cops' list will be put up at police stations

Police Commissioner Arup Patnaik asks senior police inspectors to identify shortcomings among junior cops according to a catalogue of classifications, and display the list in police stations
This is a lexicon unlike any other, aimed at shaming the city's errant law-enforcers into conformity.

The city's bottom and mid-level officers will soon have to learn the alphabet anew, with the Commissioner Arup Patnaik preparing a catalogue of misdemeanours, each of which will act as a veritable label used to brand errant cops.
By identifying their failings and exposing it to fellow cops, the mastermind behind the ingenious method hopes to cure the ailing force of all its habitual shortcomings.
So cops will now be learning their alphabets anew its 'A' for absentees, 'B' for boozers, 'C' for corrupt. Once the cop earns an ignoble label, it will be put alongside his name on a chart, and hung up for all to see in the senior inspectors' room.
Needless to say, lower level police constables are less than happy about this new method, claiming that it might be used unfairly by their seniors to demoralise them, turning a deaf ear to their problems.
"This is a means to humiliate us publicly. Every time I enter the senior inspectors' room, the chart stares back at me, accusing me of being a habitual absentee. My senior inspector never even gave me a chance to explain my absence," said a constable in the Eastern region.
Another sub-inspector from the Western region added, "This gives senior inspectors the chance to misuse their power, especially if they harbour ill will for a particular officer."
IPS officer-turned-lawyer Y P Singh said, "This is a good move, but prone to misuse, because there are no adequate safeguards to prevent arbitrary decision making.
A committee of independent and neutral observers should be conferred the duty of branding the cops with labels, after taking inputs from all the concerned persons and giving the affected cops the chance to exonerate themselves."
Keeping track of errant cops
Nisar Tamboli, spokesperson and deputy commissioner of police (crime) justified the move, saying, "The system has been tailored to help senior officials keep track of errant cops.
Senior inspectors of all 89 police stations across the city have been instructed to maintain the chart.

He added, "The chart prepared by the senior police inspector is not a permanent one, and is subject to review."
Former police commissioner Julio Ribeiro said, "When I was part of the force, I preferred playing on the strengths of my policemen, rather than their weaknesses."

Police Commissioner Arup Patnaik explained, "This is a time-tested method that has always yielded results. Even in a classroom, the task of the teacher is to identify the troublemakers, and compel them to mend their ways.
For instance, I once detained an alcoholic cop at the station for days, and cured him of his habit.
The idea behind devising these categories within the force is not to punish the cops, but to cultivate accountability and responsibility in them.
They must remember that while they are being monitored by their seniors, I am being judged every day by the government and the public."

The verdicts appear to be a relatively rare instance of Pakistani security forces being held publicly accountable in a case of troop brutality.
In the video, a plain-clothed man wrestled a gun out of Shah's hand and dragged him by the hair over to a group of paramilitary rangers in Karachi, Pakistan
The victim, who allegedly robbed someone, is heard saying it was just a toy gun as he pleaded with a Ranger who pointed his rifle at his neck.
He was then forced to his knees with his hands behind his back and as he pleaded for mercy one of the soldiers shot him twice - once in the leg and again in the arm.
While on the ground, he begged the Rangers to take him to a hospital, but they stood by as he writhed in an expanding pool of blood.
Shah was eventually taken to a local hospital and died shortly after from blood loss
Pakistani security forces are often accused of using excessive force and killing unarmed civilians - typically those suspected of being criminals or militants.
But Shah's killing drew a huge amount of public fury, and the suspects were quickly arrested.
Although Pakistan has the death penalty, it rarely carries out the punishment.
Life sentences also are usually just 15 years and an appeal against the verdict is likely to be made.
The Pakistani military establishment is still reeling from a string of other humiliations including the US raid that killed Osama bin Laden.

A serial killer deserves the death penalty for murdering 11 women and dumping their bodies around his property, a judge said today.
Judge Dick Ambrose announced the decision after a 45-minute analysis of Anthony Sowell's crimes and background factors in Sowell's favor. Formal sentencing was to follow a series of statements from the relatives of victims.
Sowell slumped back in his chair without emotion as the judge announced his decision.
Dozens of relatives were in the courtroom.
As the sentencing hearing began, deputies passed around boxes of tissues to the relatives and warned against any outburst. Those asking to address the court included the daughter of one victim and a woman whose niece was killed by Sowell.
Court administrator Greg Popovich said that with a number of people expected to make statements, the hearing could run up to three hours.
Sowell was seated in court wearing an orange jail jumpsuit, his hands cuffed with waist chains. He was arrested on Halloween 2009, two days after police went to his house on a sexual-assault complaint and began finding bodies.
He went on trial in June and was convicted July 22 on 82 counts: aggravated murder, kidnapping, corpse abuse and evidence tampering.
Assistant Cuyahoga County Prosecutor Pinky Carr has said the case 'screamed death penalty.' Her prosecution colleague, Richard Bombik, said 'if this guy doesn't get the death penalty, nobody should.'
Sowell's defense team, John Parker and Rufus Sims, rested without calling witnesses and instead focused on sparing his life with sympathetic testimony about his troubled childhood, his Marine Corps service and good behavior while serving 15 years for attempted rape.
The women began disappearing in 2007, and prosecutors say Sowell lured them to his home with the promise of alcohol or drugs.

Police discovered the first two bodies and a freshly dug grave in late 2009 after officers went to investigate a woman's report that she had been raped there.
Many of the slain women had been missing for weeks or months, and some had criminal records. They were disposed of in garbage bags and plastic sheets, then dumped in various parts of the house and yard. There was little left of one victim: a skull in a plastic bucket with non-human bite marks on the edge.
The rotting bodies created an overpowering stench that neighbors blamed on an adjacent sausage factory. The owner spent $20,000 on new plumbing fixtures and sewer lines, to no avail.
Most of the victims were nude from the waist down, strangled with household objects and had traces of cocaine or depressants in their systems. All the victims were black, as is Sowell.

Sowell took the stand Monday to make an unsworn statement in which he apologized.
'The only thing I want to say is I'm sorry,' Sowell told the jury. 'I know that might not sound like much, but I truly am sorry from the bottom of my heart.'
The jury didn't buy it: They said his statement, which was guided by questions from Parker, sounded rehearsed and lacked remorse.
Sowell wasn't subject to cross-examination, so prosecutors didn't get to ask why he killed the women and lived in the house for two years with their remains bagged in corners or buried in the backyard.
Sowell mostly sat impassively during the trial but smiled at childhood recollections by a half-brother and a greeting from his stepmother's 88-year-old mother, who looked up from the witness stand and seemed surprised to see him.

Assets worth Rs 30cr found with Mohanlal, Mammootty

Kochi: Income tax raids on residences and business establishments of Malayalam superstars Mammootty and Mohanlal have revealed undisclosed assets worth about Rs30 crore, a top I-T official said on .

"Inquiries so far have indicated undisclosed assets worth approximately Rs 30 crore," ET Lukose, Director General of Income Tax (Investigation), Kochi said. Cash and jewellery amounting to Rs 2.8 crore were seized during simultaneous raids at their residences and business premises across Kerala, Tamil Nadu and Karnataka on July 22.
For over a decade, the film field had not been investigated, IT sources said. According to Lukose, the searches have concluded and preliminary post search inquiries have been initiated. The undisclosed income earned was found to have been invested in real estate and assets abroad, he said.

Inquiries with banks within and abroad were being conducted. Investments in immovable and movable properties made in foreign countries are also being investigated through appropriate channels. Undisclosed cash deposits in bank accounts are being tabulated, he said.
Mohanlal's huge collection of valuable antiques and priceless paintings have been referred to experts for valuation. Lukose said post search inquiries are in progress. A report containing findings of the inquries and quantum of undisclosed income estimated would be prepared by the investigation wing within 2 months. Further assessment proceedings would be initiated, he said.
In the 2011-12 fiscal, 12 searches have been conducted in Kerala till date in different cases. The Directorate of Income Tax (Investigation), Kochi, had conducted 23 searches in 2010-11 fiscal when undisclosed cash amounting to Rs13.80 crore and undisclosed income of Rs90 crore were detected.

Facebook crimes that include scams, online bullying, phishing and many other forms of illegal activities are soaring, and are getting more sophisticated, cyber experts have warned.
Presently, rarer cybercrimes on Facebook involve the installation of malicious software, or ‘malware,’ on computers so credit card information can be easily stolen.
Experts claim that the rise of these Facebook crimes is not limited to just scams and phishing activities. There’s also sexual predation and even robberies that occur after users post GPS location about their whereabouts to inform others they are out of town.
Experts are weighing in on why these crimes are happening at such a rapid rate.
“These types of crimes are designed to use your own actions or weaknesses against you,” Fox News quoted Lynette Owens, director of a global digital security firm based in Tokyo, as saying.
“As humans, and for good reason, we put trust in others more often than not because most people at most times are worthy of that trust. The online world is no different than the offline world in that sense,” Owens said.
According to Paul Zak, a professor at Claremont College, scammers prey on Facebook because they don't know their victims, the report said.
“It's easier to hurt someone when you’re not seeing them in person,” Zak said.
“Neuroscience research shows that moral violations are less likely when interactions are personal because people empathize with those they meet in person. In the online world, people are just a number,” he added.
According to Ioana Jelea, communication specialist at BitDefender, the social scam industry is thriving overall because scam creators are taking legitimate Facebook functionalities and persuading people to click on links.
Jelea also argued that it's not just users' trust in the platform that puts them at risk, it's their insufficient familiarity with the Facebook's security and privacy settings, as well as the threats inherent to online info sharing.

Around 5.30 am on Friday. The 5 kg IED was found in a sleeper class coach of the train at Pancharatna station in lower Assam's Goalpara district. An electronic detonator, batteries and wire were also recovered along with the IED that was considered to be powerful enough to cause considerable damage. Though the militant outfit responsible for this was not immediately known, a person was arrested in this connection, the police confirmed. The United Liberation Front of Assom and 11 other insurgent outfits from the North East have called for a boycott of the Independence Day celebrations in that part of the country and a general strike on August 15. The statement was made by the anti-talks faction of the Ulfa. "Due to unavoidable circumstances, we are forced to suspend the running of passenger trains through Assam from 6 pm on August 13 to 5 am on August 17. The Howrah-Dibrugarh Kamrup Express will remain cancelled between Guwahati and Dibrugarh during this time. The Sealdah-Guwahati Kanchenjungha Express will be short-terminated at New Alipurduar. The Delhi-Dibrugarh Brahmaputra Mail will run only upto Guwahati. The timings of several other trains including the Jhajha-Dibrugarh Express, Guwahati-Kolkata Garib Rath Express, Guwahati-Howrah Saraighat Express and Chennai Egmore-Dibrugarh Express have been changed to ensure that they don't run during the night," a Eastern Railway official said. New Delhi, August 13 : The CBI has arrested three persons, accused in a Rs 1,600-crore fraud allegedly committed by Tirupur-based Pazee Group of Companies by duping investors. The three -- managing director K Mohanraj, directors K Kathiravan and Kamalavalli -- were arrested on Thursday from a hotel in Assam by CBI, within two months of taking up investigations into the case. "The accused were found in possession of number of incriminating documents, one computer, two laptops, good number of data cards, 21 cell phones and many SIM cards of all service providers and credit/debit cards of various banks," a CBI spokesperson said in a release. All the three were absconding for the past one year. The fraud came to light in September 2009 when a number of victims approached police. Subsequently, a case of cheating was registered on September 24, 2009 by the Central Crime Branch (CCB), Tirupur against Paazee Group of Companies. According to CBI, between 2008-09, the group had collected around Rs 1,600 crore from 48,000 depositors on a claim of more than 100 per cent return on their investments within 90 days to one year. The three office bearers of the group soon absconded after the case was filed. Later, they got anticipatory bail from Madras high court on October 8, 2009 after they promised to give the due amount to investors. However, on review of the settlements by the company, the high court cancelled anticipatory bails of the accused, following which they moved the Supreme Court, which also rejected their pleas on September 21 last year. The trio were on the run since September last year, CBI officials said. Meanwhile, a few depositors had approached the Madras high court seeking a CBI probe. The Economic Offences Wing of the investigating agency in Chennai had on June 15 registered a case on the basis of a court order. "Sustained efforts and vigorous follow up of clues by the CBI led them to the accused who were in hiding in the North Eastern States. Mohanraj was traced at a hotel room in Guwahati and was arrested. The other two accused Kathiravan and Kamalavalli who were at a resort near Cherrapunji in Meghalaya were summoned (by the probe agency) and after interrogation, arrested at Guwahati," the spokesperson said.

Forget about safety issues outside the premises, it appears female students face unforeseen threats inside their institutions as well. A B.Com second-year student of Satyawati College of Delhi University (DU) was allegedly held hostage and molested by two security guards of the institute inside her classroom.

The two accused extorted money from her - after they found her in a compromising position with a friend - threatening to tarnish her image. The victim complained to the college principal and then approached the police after which both the accused were arrested. DCP of northwest Delhi, Meenu Chaudhary confirmed the apprehensions. "On the complaint of the girl, the accused security guards were arrested. They have been identified as Rakesh and Harkesh," said Meenu Chaudhary.
Meanwhile, a senior police official said that an FIR under section 342 (holding a person hostage), 509 (outraging modesty of a woman), 348 (extortion), 354 (molestation) was lodged against the accused at Bharat Nagar Police Station of northwest Delhi.
The victim, Sneha (name changed) lives in Nirankari Colony in north Delhi. The incident took place on August 6.
"Their classes were over but they were sitting inside the room. The security guards found them in a compromising position. They barged inside and asked what they were doing but the students had no answer.
The guards then threatened them that they will tell the college principal what they were doing inside the classroom and demanded Rs 2000 from them. Sneha gave them Rs 200 in cash and requested them not to tell anyone about the incident. She promised them Rs 1800 the next day. The accused guards sent her friend outside the classroom and molested her," said a police source.
The source said that next day the girl complained to the principal against the duo accused. She then approached the police along with her friend to get an FIR registered in this respect. "Harkesh is deployed at the parking area of the college while Rakesh is deployed at other side of the college. Both were arrested on August 8. They were produced before a court which remanded them to the judicial custody of 14 days," said a police official.
'Test' case!
A 51-year-old Delhi University professor was arrested on 5 August for allegedly molesting a student on the pretext of helping her pass an examination. Savi Savarkar, who teaches fine arts at a college in Tilak Marg area, allegedly touched the victim inappropriately when she approached the professor after failing in the examination. A police official informed that as his (the professor's) offence was bailable, the accused got bail soon after his arrest. Police sources said, "We received a complaint from the student and the accused was arrested immediately but as the offence is bailable, so he was granted bail later. The accused reportedly molested the girl on Aug 4." As per sources, the girl initially asked the accused to apologise but when he showed arrogance, the victim filed an FIR against him.

Her one year old pug, Hip Hop was grabbed by three men on a motorcycle as he was being taken for a walk by the watchman even before he could step out of the gate last week.
The street which is dotted with homes of big names like Nandan Nilekani has seen a string of pedigree dogs being kidnapped by thieves. Most dog owners don't bother to go to the police assuming they will not be of much help.
Resham has announced a reward of Rs 10,000 for anyone who finds her dog, but all she has received are prank calls.
“We have registered a police complaint, but this may not help as the police have their hands full with other more important cases,” says Resham who feels it is important to find the thieves as they could just as easily take a child the next time.

SAN ANGELO, Texas — Softly telling five girls to "set aside all your inhibitions," convicted polygamist leader Warren Jeffs was heard Monday giving his child brides instructions on how to please him sexually during a graphic 10-minute tape played for a Texas jury.
An FBI agent testified that the 2004 audiotape, in which Jeffs is heard breathing heavily, preceded Jeffs having sex at the same time with all the girls, who were 15 and younger. Several jurors squirmed or wiped away tears during the sometimes-scratchy recording.
Jeffs faces life in prison after being convicted by the same jury last week of sexually assaulting two of his "brides," who were 12 and 15. The sentencing phase of his trial is expected to finish early this week.
Prosecutors showed a page from one of Jeffs' journals.
"If the world knew what I was doing, they would hang me from the highest tree," Jeffs wrote in 2005, according to one of thousands of pages of notes seized from his Texas ranch.
The 55-year-old is the ecclesiastical head of the Fundamentalist Church of Jesus Christ of Latter Day Saints. More than 10,000 followers consider him God's spokesman on earth.
Jeffs boycotted his sentencing phase for a third straight day, but made a brief courtroom appearance Monday after being summoned by state District Judge Barbara Walther. She told Jeffs' attorney, Deric Walpole, that she wanted to make sure Jeffs hadn't changed his mind.
Wearing a charcoal suit and carrying a blank yellow legal pad, Jeffs walked back into court but never spoke. Walpole said Jeffs wanted to stay outside, and Jeffs was escorted back to another room in the courthouse.
Soon after, prosecutors played the tapes. Jeffs is heard telling the girls that what "the five of you are about to do is important." The recording ends with him asking the girls if his instructions are detailed enough. The voices of at least two girls responded, "Yes."
Jeffs kept meticulous records — as jurors found out during the conviction phase of the trial. Last week, they heard a tape of what prosecutors said was Jeffs sexually assaulting the 12-year-old victim.
Girls told to have sex to 'atone for sins' Prosecutors suggested that the polygamist leader told the girls they needed to have sex with him — in what Jeffs called "heavenly" or "celestial" sessions — in order to atone for sins in his community. Several times in his journals, Jeffs wrote of God telling him to take more and more young girls as brides "who can be worked with and easily taught."
FBI agent John Broadway testified that fathers who gave their young daughters to Jeffs — their prophet — were rewarded with young brides of their own. Girls who proved reluctant to have sex with Jeffs were sent away, according to excerpts from Jeffs' journals that prosecutors showed to the jury.
"If they wanted to not be rejected by God, then the new laws (Jeffs) was introducing was requiring them to participate in these sessions," Broadway said.
The recordings and journals were seized during a 2008 raid on an FLDS ranch in rural West Texas. That raid led to the charges against Jeffs and several of his followers.
Jeffs spent years evading arrest — crisscrossing the country as a fugitive who eventually made the FBI's Ten Most Wanted list before his capture in 2006, prosecutors said. Jeffs also allegedly excommunicated 60 church members he saw as a threat to his leadership, breaking up 300 families while stripping them of property and "reassigning" wives and children.
Walpole, Jeffs' attorney, has declined to say whether he'll call witnesses during the sentencing phase. He has indicated that his plea for leniency will focus on Jeffs being a product of his environment and a culture that hasn't changed for centuries.

A High School teacher has been charged with rape after allegedly filming herself having sex with an underage student.
Tara Driscoll, 33, of Bayshore, Long Island, was arrested after police obtained a copy of the video film showing her performing sex acts on the 16-year-old boy.
Police said the boy, a student at Campus Magnet High School in Cambria Heights, Queens, confessed to having sex with Driscoll after being confronted by his mother.
Investigators said Driscoll, who teaches law and government, picked up the underage boy and drove him to the Capri Motel on Long Island, New York, where they had sex.
Police said she filmed their encounter and they have seized the tape.
The teen confessed to his mother that he had slept with the teacher and she called police.

Woman sent to jail for torturing hubby for 14 yrs

AGARTALA: A local court in Tripura on Monday sentenced a woman to one-year imprisonment for torturing her husband for 14 long years, police said. However, judge Sarmistha Mukherjee, under the Probation of Offenders Act, 1958, allowed the woman to stay outside the jail as she has a minor daughter and is a government employee. The victim had filed a case at the local police station in August 2009. The court, after conducting the trial, gave the judgment on Monday. In another curious case, local family court judge Datamohan Jamatia, considering the appeal of two children, on Monday rejected a divorce petition filed by a man. The petitioner allegedly had been torturing his wife and children for having prevented him from marrying another woman.

Manipur cops hunt for missing fraud

Imphal, Aug. 7: Manipur police are searching for a man from Kerala named Jose Thomas, who is suspected to be a fraud, after he was found missing from his room in an Imphal hotel this morning, leaving behind two of his female companions.

Jose apparently fled the hotel following an investigation by the police into his activities after a complaint by the state social welfare department.

The department lodged the complaint when Jose started recruiting people as “social workers” with the promise of paying them Rs 25,000 per month for bringing at least 15 students seeking admission outside the state in courses like nursing, computer, engineering, hotel management and business management and also education loans.

Jose and the two women, from Bangalore and Kerala respectively, came to Imphal on July 21 and stayed at Classic Hotel, where the three held interviews for recruiting social workers to look for students seeking admission outside and education loans.

Jose claimed he was a representative of the Kerala-based Nehru Peace Foundation, which has an office in New Delhi. He told the candidates that the foundation would facilitate education loans from the Centre and also provide admission to well-known institutions in the north and south, one candidate, who was recruited as a social worker, told The Telegraph.

“We got suspicious of Jose’s activities. Officials of our department and police jointly met him to verify his credentials for two days beginning on July 5. We lodged a formal complaint at Imphal police station last night after he failed to prove his credentials,” K. Saroja Devi, probation officer of the social welfare department, told reporters today.

The police said the hotel informed them that Jose was missing.

However, the police and social welfare officials questioned the two women, who are still in the same hotel.

The social welfare officials believed the women could also be victims of fraud and their families were informed.

“We are investigating the matter and trying to find out whether the women are accomplices. We are also looking for Jose,” deputy inspector-general of police L. Kailun said.

The two women have not been arrested, but they are under close watch.

The police have also sealed the room where Jose stayed. He left documents and some personnel belongings at the hotel room.

All Manipur Students’ Union president Th. Suresh demanded that the government and the police should be more alert to prevent frauds operating in the state.

Wildlife trade ring busted

New Delhi, Aug. 6 : Chhattisgarh police has arrested a man alleged to be the “kingpin” of an extensive network of illegal trade in animal and plant wildlife that extended to other Asian countries, wildlife officials said today after an 18-month cloak-and-dagger operation.

Veeriya Shekhar, a resident of Moreh in Manipur, was detained by immigration authorities at Chennai airport on July 13 while he was trying to flee to Bangkok after India’s Wildlife Crime Control Bureau issued a lookout circular for him, WCCB officers said.

“This is a big catch — and it has come after months of hardcore intelligence on his clandestine activities,” said a senior WCCB officer. “We believe he has been the kingpin of a vast network of trade in tiger and leopard bones, deer antlers, pangolin scales and red sandalwood.”

Pangolin scales are the outer skin layers of an anteater and are in great demand in traditional Chinese medicine, the official said. Red sandalwood, also called red sanders, is an expensive type of wood valued for its quality of timber.

Although India has been exporting red sanders since the 17th century, a burgeoning international demand for the red sanders’ wavy grain quality timber has led to illegal and destructive exploitation of the wild resources.

Earlier this year, Directorate of Revenue Intelligence officers from Siliguri had seized 17,290kg of red sanders valued at Rs 1.73 crore in Darjeeling district. The logs concealed under sacks of marble chips were meant for illegal export to Nepal, DRI officers had said.

In a statement issued today, the WCCB has said it considers the arrest of Shekhar as a “crucial breakthrough” in cracking a smuggling ring of red sanders in India and other neighbouring countries, including China, Myanmar and Nepal.

A WCCB officer said information about Shekhar’s role in the smuggling network emerged during the interrogation of persons who had been arrested during a series of seizures over the past 18 months.

After months of investigations, the officer said, the WCCB issued a lookout circular that enabled the immigration officers in Chennai to detain Shekhar. He was subsequently arrested by Chhattisgarh police and moved to Raipur where police have filed a case against him.

Kashmiri woman gang raped

Delhi: 45-year-old was kidnapped while returning from Delhi airport, taken to a south Delhi house and sexually assaulted by three yet unidentified men.
Some things never change. Nullifying claims made by Delhi Police Commissioner BK Gupta on ensuring safety of women in the Capital, a 45-year-old Kashmiri woman was allegedly kidnapped and raped by three unidentified assailants in Malviya Nagar area of south district. According to police sources, the incident took place on the night of July 29 when the victim (identity withheld) was going back to her cousin's house in Kalkaji from Delhi airport. She had gone to drop off her daughter, who was going to Pune. As per the FIR (which has been lodged at the Malviya Nagar police station), the victim was going to Kalkaji in an auto when it developed a snag.

"I took an auto after dropping off my daughter at about 7.30 pm. The auto broke down near Dhaula Kuan road. I got out of the auto to look for another. In the meantime, a white Innova car arrived with two. The person who was sitting on the front seat beside the driver (about 35-40 years of age) asked me where I was going and I told him the situation. They offered me a lift on the pretext that I wouldn't find an auto here and accepted as they seemed gentle to me," the FIR said.

"I stayed in the car for about 20-25 minutes after which the vehicle stopped near a gate. One of the men got out of the car and forcibly dragged me to the second floor of the house where there was already another person. They raped me there," read the report. The victim also said in her statement that the assailants had switched on the TV on a high volume due to which her screams could not be heard by the neighbours.
'They took turns'
"The man who offered me a lift raped me first. He was wearing a red T-shirt. The driver of the car, who was wearing a white-striped shirt, followed," the FIR said. Police sources said that the victim then tried to run away from the room but was caught by the trio. They then discussed something and after sometime dropped her in the middle of the road at an isolated place and escaped in the same car.
"The woman went back near the place where she was taken and then made a PCR call. We reached the spot and went to that house. However, by then they had escaped and there was no one in the room and there was no sign of the car," police sources said. The room was properly scrutinised by a female investigating officer. The trio is still at large.
No trace
The address written in the FIR which the police team checked is JH-37, Khirki Extension, Malviya Nagar. A case has been registered in connection with the incident and a probe is on. The victim had come to Delhi to meet her cousin. She is a resident of Kashmir and runs a travel agency there. Police sources said that they have not been able to crack the case yet and senior officials are monitoring it directly. "We have asked the deputy commissioner of police and other officers to look into the matter and give results soon," a senior police officer said, on condition of anonymity.
Don't take that ride!
Beware of taking a lift from unknown persons in the Capital, especially during late hours. A modus operandi, which is being extensively used by criminals in the Capital, involves offering people lift at nights, sometimes demanding nominal charges and at other times for free, and then rob the unsuspecting hitchhiker and/or sexually assault them. It happens usually near places like airports, railways stations and Metro stations.
>> Crime Branch of Delhi Police recently caught a gang who would first offer lift to people and then rob them. The gang was busted following a complaint filed by a railway employee. The accused had given him a lift, promising to drop him off at Bahadurgarh on payment of a nominal fare. As he sat inside their car, they beat him up and robbed him at knifepoint. After robbing the victim, they used to cover his face with a polythene bag, tied his hands, before dumping him at a secluded place to ensure that the victim could not note down the number of the car.

Need more reasons?
Three incidents of rape and an attempt to rape with minor girls were reported on Wednesday. In the first incident, a 17-year-old girl was allegedly kidnapped and raped by her neighbour in Greater Kailash, south Delhi. Police said an FIR has been registered in this regard at Chittaranjan Park police station. The name of the accused was not disclosed. The victim, Priya (name changed), is a resident of Greater Kailash part II. Rape was confirmed after she was taken to AIIMS for check up. The second incident was reported from Malviya Nagar, where a youth, identified as Sansar Singh, a local resident, was arrested for raping a 17-year-old girl. "Police were informed about the incident on Wednesday. Singh has been arrested," said a police official. Meanwhile, an attempt to rape was reported from New Friends Colony, south-east Delhi. A police source said the victim is a 13-year-old girl. "The accused is also a juvenile. The victim was sleeping in her house when the accused tried to assault her. The father of the victim, however, came home, following which the accused fled. Police were informed and he was caught from a nearby area," said a police source. An FIR in this regard is yet to be registered. A 26-year-old baba was arrested for allegedly raping a teenager, who had ironically approached him for counselling regarding her repeated sexual abuse by her former employer. Police said Baba Wam Dev Ram alias Bam Dev, also known as Ramji Maharaj, was apprehended from Punjabi Bagh area of west Delhi on Tuesday. He originally hails from Heala Ranchi in Jharkhand. "He is also wanted in another gang rape case, registered at Rani Bagh police station and a 2006 kidnapping case, which happened in Simdega, Jharkhand," said a senior police officer. According to the officer, the 18-year-old victim approached the police in May, claiming she was raped by a baba. "She told us she was repeatedly raped by a man while working in Amritsar. In April, a woman brought her to Delhi and sent her to the baba for counselling. The baba was popular for giving counselling to tribal girls," said the officer. "On May 6, he came to her house when the woman was not there. He then raped her and threatened here of dire consequences, if she told anybody about it," said DCP (west) V Ranganathan. "During interrogation, the baba told us he has studied up to Class XII. He became very popular in Ranchi and came in contact with some people in Jharkhand, who ran a placement agency in Delhi. He then started bringing unemployed girls from Jharkhand to the Capital, nearly 6-7 years ago. He also opened an NGO, BB Tribal Welfare Society, in Rani Bagh and started counselling tribal girls. In the garb of help, he used to rape them," said Ranganathan.

Dr Yamini Adbe will never forget July 24. In the wee hours on that Sunday she was on night duty at the Dehuroad Cantonment Hospital. An animal and human rights activist, she was alarmed when she saw some ward boys trying to drive away what looked like a stray dog that had taken shelter inside an ambulance.

When she enquired with them, the ward boys told her that it was an injured girl wearing next to nothing and they had made her leave the hospital premises with great effort. Adbe realised the danger the girl faced in such a situation, as it was possible she was being chased by the people who had assaulted her.
Good Samaritan act
Asking the staff to accompany her, Adbe jumped into the driver's seat of her car. "It was pitch dark and the alleys of Dehuroad showed no sign of the girl, but I noticed a herd of stray dogs chasing a human figure, who then jumped a garbage heap," Adbe said. "I immediately got off the car and yelled, 'Bachcha, mama aai hain (Child, mother is here)'. The girl, who looked like she was in her twenties, sprang to her feet and jumped into the back of my Safari through the window. She was trembling and even tried to run away when she saw the ward boys."
The doctor said she realised the girl was in shock. "I could see that she was petrified at the sight of any man," Adbe said. "We then informed the police." The doctor took care of the girl's wounds, giving her primary medical aid. "I told her to write down things about herself and she wrote a page-and-half, mentioning several addresses. But it was difficult to co-relate, as much of it was irrelevant," Adbe said.
Cops in no hurry
Adbe said even after informing the local police station, the police did not turn up for long. "Only after the intervention of a human rights activist did the police come," Adbe said.
"The medical examination and the girl's statements made to us revealed that she had been repeatedly raped by an unknown person or persons. Considering the condition of the girl, we shifted her to Sassoon hospital." Adbe said she believed the victim was incoherent because of her ordeal.
"I do not think that the girl had any mental disorder but I feel she was psychologically traumatised after the incident," she said. For the safety of the girl, SP Sandip Karnik deployed two constables round-the-clock.
Doctor gets threats
Adbe said she received threats from local politicians after the incident. She said the politicians came with eight people to threaten her for helping the rape victim. Adbe said she had informed Karnik about this. Karnik said he had asked his officers to look into the matter.
Adbe was successful in contacting the girl's parents in Chhattisgarh with the help of GRP officers. Her brother was told she was in the city. Police Inspector Rajendra Patil said, "We have handed over the girl to her parents and sent an officer with them to verify whether the girl hails from the same family."

Prank call lands student in jail

Delhi:
A 23-year-old aspiring engineering student was arrested from Uttam Nagar in west Delhi on Tuesday for allegedly making a prank call to his friend, asking him to plant a bomb in Chandni Chowk.

"It was a prank call. The accused has been identified as Sachin Kumar and the victim was his friend Alok Chowdhary. Kumar asked Chowdhary to plant a bomb and promised Rs one lakh as reward," said a senior police official.
The incident came to light on July 30 when Chowdhary, not realising it was a prank, panicked and tried to call back the number he received the call from. After repeated failed attempts, he immediately called the PCR and informed the police. "Police traced the call details and detained one Mani, a resident of Uttam Nagar," said the police officer.
During interrogation, Mani disclosed that his friend Kumar was using his cell phone. The police then apprehended Kumar.
"Kumar told police he was a close friend of Chowdhary and they used to share residence a few months ago. The two, however, parted ways after a fight," said the police officer. Kumar was arrested under Section 505 (b)-1 and 507. The accused was later sent to judicial custody. The victim is an employee of a private company, while accused was preparing for examination.

New Delhi - Minister of State in the Ministry of Home Affairs Jitendra Singh in written reply to a question in the Lok Sabha today said all the States and UTs of the country except the UTs of Andaman and Nicobar, Daman and Diu, Dadar and Nagar Haveli and Lakshadweep, have an effective system of recording finger prints.

"24 States/UTs have computerized method (AFIS) of recording fingerprints of offenders/criminals. Seven States/UTs namely Uttar Pradesh, Bihar, Himachal Pradesh, Jharkhand, Manipur, Sikkim and Chandigarh have old manual method of recording fingerprints of offenders/criminals," said Jitendra Singh

"The Crime and Criminal Tracking Network and System (CCTNS), a Mission Mode Project of Ministry of Home Affairs, is being implemented by National Crime Records Bureau (NCRB). It seeks to connect all police offices of all States and UTs," he added.

Jitendra Singh further said the project envisages networking of criminal records at the level of police stations, district offices, state offices with a national server at NCRB.

"The implementation of this project shall ensure online access to the criminal records of the offenders," he added.

Girl of 17 plied white teenagers with vodka then forced them into sex with gangs of Asian men

A young woman lured two white teenage girls to be raped by three Asian men with the promise of a night out.
Stephanie Knight, then 17, told the pair they were going clubbing but instead plied them with vodka and drugs before forcing them to have sex with ‘her boys’.
After persuading them into her car she was heard to say ‘got them’ over her mobile phone as they travelled to a derelict house.
The two 16-year-old victims were then subjected to an appalling ordeal in which both were threatened and subjected to vile sex attacks.
The case is the latest featuring Asian sex attackers who preyed on vulnerable young white girls. A damning report published recently revealed one in four men accused of street grooming young girls for sex is Asian.
Politicians and police have repeatedly clashed over how best to tackle what some suspect is a potentially incendiary hidden crime wave.
Jack Straw, former home secretary, has accused some Pakistani men in Britain of seeing white girls as ‘easy meat’ for sexual abuse.
Knight, now aged 19, sobbed as she was convicted of conspiracy to rape at Burnley Crown Court yesterday.
At the time she was in council care and had taken the victims to a supermarket car park where they drank vodka and coke and smoked drugs in December 2009.
One girl later said she was ‘feeling smashed’ and the other said that on a scale of one to ten of drunkenness she rated a ten.
They were then taken to a dark and empty terraced house in Accrington, Lancashire, with no electricity where one of the attackers once lived.
Knight threatened one girl and ordered her to perform a sex act on one man before holding her back as the other girl screamed for help as she was raped nearby.
As the screaming continued, she told the girl her friend would suffer even more if she did not comply and said ‘she is chilling with my boys’.
The second girl was pulled into a number of rooms by the men who took turns to rape her throughout the night. One man used a wardrobe to barricade her inside.
Both girls were then raped again as one of the men, whose partner was due to give birth at the time, drove them home to Blackburn. He threatened them with a knife.

Three men, brothers Amjad Hussain, 34, and Shahid Hussain, 37, and their cousin father-of-four Tanveer Butt, 39, were all convicted of rape.
The victims had only known Knight for a week and had not met any of their attackers before, the court heard.
Knight, who has been in care since the age of 11, first met Amjad Hussain when he pulled up in his car beside her six months earlier and asked for her number.
They went on to have a sexual relationship and Knight, who said she fell in love with him, also performed sex acts on his brother and cousin.

Following the arrest of the defendants, one of the victims was asked by police what she knew of Knight. She replied: ‘She hangs around with a load of Asian lads.’
Knight had been left traumatised after witnessing a man being kicked to death three months earlier.
Friends said Asian men would lavish her with attention, pay for her meals and take her for rides in their cars.
One source said she was ‘plasticine in their hands’ and had been living on the streets and sofas for six months before the rapes.
The Hussain brothers, who argued the sex was consensual, shouted that they were innocent as they were led from the dock on their conviction.
Judge Beverley Lunt warned the men they will receive ‘long prison sentences’.
The report into street grooming was ordered after the ring-leaders of a Derby gang, which subjected a string of vulnerable girls to sex attacks, were jailed earlier this year.
Several police forces have investigations currently going on into gangs suspected of abusing young girls.
It found 2,379 offenders are suspected of attempting to lure vulnerable victims, often using drugs and alcohol, over the past three years.
A disproportionate 28 per cent of them were found to be Asian, in those cases where ethnicity was recorded. The ethnic group makes up just 6 per cent of the UK population.

In the Derby case, a gang of nine men cruised the streets of the town, picking victims who they plied with vodka and cocaine before attacking them.
Children’s Minister Tim Loughton has suggested that closed Asian communities have turned a blind eye to child sex grooming by gangs of men.
He said criminals had escaped detection because of attitudes within their communities as well as political correctness and racial sensitivities of the authorities.

In January, Mr Straw urged the Pakistani community to think about the problem of young men targeting vulnerable young white girls.
He said: ‘These young men are fizzing and popping with testosterone, they want some outlet for that, but Pakistani-heritage girls are off limits and they are expected to marry a Pakistani girl from Pakistan, typically.
‘So they seek other avenues and see these young women, white girls who are vulnerable, some of them in care, who they think are easy meat.’
The Government will publish an action plan in the autumn, detailing how it will respond to concerns about child sexual exploitation.
Amjad Hussain, of Accrington, Shahid Hussain, of Rochdale, and Butt, of Rochdale, were all convicted of rape and other sexual offences. They and Knight will all be sentenced at Preston Crown Court on September 2.

Assam cabby murdered in Arunachal

ITANAGAR: A taxi-driver from Assam has been found murdered allegedly by a gang of car-lifters at Likabali in Arunachal Pradesh's West Siang district.

"Asar Ali (25) was picked up by three criminals from the Naharlagun taxi stand before being taken to Likabali on July 27. He was found murdered there. The Arunachal Pradesh government should immediately order a probe into the incident," the All Lakhimpur District Minorities Students' Union said in a memorandum to chief minister Jarbom Gamlin on Tuesday.

The union also urged the chief minister to provide Ali's family with a financial aid of at least Rs 5 lakh. "A resident of Bihpuria in Lakhimpur, Asgar was the sole bread-winner for his family. His ageing parents, pregnant wife and two younger brothers have now become helpless," a representative of the union said.

The students' union added that the Arunachal government should take steps to ensure security for the people of Assam living in the frontier state.
