According to police, Mohammad Abbas Khan alias Fazur alias Roshan, is a resident of Thoubal district in Manipur and was arrested by the Delhi Police Special Cell for escaping from judicial custody in Manipur. "Abbas is a self-styled fighting commander of People's United Liberation Front (PULF), a banned terrorist outfit of Manipur. He is involved in 12 cases of murder, abduction and other unlawful activities," Deputy Commissioner of Police (Special Cell) Sanjeev Yadav told reporters.
Khan was arrested by Special Cell in June 2010 for his involvement in vehicle theft and making forged documents for stolen vehicles. "On December 1 last year, he was admitted to JNIMS hospital in Manipur, from where escaped judicial custody. Mounted technical surveillance and inputs regarding his presence in Delhi led to his arrest from Shakarpur on Tuesday," Yadav said.
During questioning, Khan revealed that he was born in Manipur and has five siblings. He told police went to Bangalore after clearing the class X examination in Manipur. "In Bangalore, he got in touch with Bangalore Manipuri Students' Union. His father, then, was an over ground worker of KYKL — another banned terrorist outfit — and was later killed in an encounter with security forces at Samurao in Imphal," Yadav said.
After completing his studies, Abbas returned to Manipur, got married and started a business that he ran till 2007.
In March 2007, PULF got divided into three factions and Khan joined one of them. Khan, along with two of his aides, killed one Zuma Khan, the head of another faction.
Khan allegedly killed his lawyer in 2012.
"While Abbas was in custody, one Hakim was his lawyer. Khan felt that Hakim was not pursuing his release sincerely. After escaping from judicial custody, he killed Hakim and was hiding in Delhi since then," Yadav said.
