Drugs seized at IGI airport

NEW DELHI: In yet another case of drug haul at IGI Airport the Central Industrial Security Force (CISF) on Thursday arrested a Manipur resident with nine kilograms of pseudo-ephedrine, the main ingredient in notified psychotropic substance methaphetamine.

This is the sixth such seizure at the airport since October 6.

According to sources, at about 9.40 am on Thursday a passenger came at gate no-3 of Terminal 1D of IGI Airport, New Delhi to gain entry into airport terminal. Given that several North East residents had been arrested in the recent past for drug possession at the airport, the CISF was being extra cautious with people going to the northeastern states.

The passenger looked nervous and was making suspicious movements. CISF personnel thus short-listed him for a thorough checking at the gate before allowing him to enter into the terminal building.

During screening of the baggage, tablets weighing about nine KG were detected and recovered by CISF staff. The seized item appeared to be pseudo-ephedrinedrug. The matter was immediately informed to the Narcotics Control Bureau (NCB) officials of Delhi Zone. NCB team reached at the Airport and after checking, they confirmed that recovered item was pseudo-ephedrinedrug worth Rs. 7.2 Lakh (Approx) in Indian market and Rs. 25 Lakh (Approx) in International market.

The passenger's e-ticket revealed his identity as Lal Ruatlian, 25, traveling by Go-Air flight No- G8-151 to Guwahati. During enquiry Lal Ruatlian informed that he is a resident of Imphal and came to Delhi for tourism, he was residing in a rented room at Janakpuri, Delhi.

Apprehended passenger and recovered drug were handed over to NCB officials. NCB officials immediately took them into custody and started investigation after registering a case against arrested passengers.

Banned drugs seized in Manipur

GUWAHATI: In the biggest contraband seizure in recent years in Manipur, personnel of Assam Rifles and Narcotics Control Bureau (NCB) seized 1,90,000 strips of banned drugs on Monday.

The estimated value of the drugs, recovered from a house at Moijang village in Manipur's Thoubal district, is approximately Rs 15.34 crore.

"The significance of the seized items is due to the fact that they are smuggled from India to Myanmar for further processing where the drugs are mixed with red phosphate and commonly known rave-party drugs amphetamine and methamine which are sold in the international market at 10000 US dollars per kg," said an official.

He added, "The party drugs are smuggled back to India and sold at Rs 1,500 per tablet."

Two senior Zee journalists arrested on extortion charges

Two senior journalists of Zeenews channel were arrested here on Tuesday on charges of trying to extort Rs 100 crore from Congress MP Naveen Jindal's group for not doing news reports on coal scam linking his firm.

The arrests on charges of extortion came following the registration of a case about 45 days ago on a complaint filed by Jindal's company with Delhi Police's Crime Branch.

Sudhir Chaudhary, the head of Zee News, and Samir Ahluwalia, head of Zee Business, have been arrested, a senior police official said.

Jindal had last month released a CD in which purportedly showed footage in which the Zee journalists were trying to strike a deal with his company officials, telling them that their channel will not air negative stories of Jindal Group if the money is paid to them.

Chaudhary had rubbished the allegations as ‘fabrication’ and described it as ‘pressure tactics’ to prevent the channel from doing such stories.

"We have done a series of stories on coal scam based on official papers. This is a retaliation to our relentless campaign against corruption," he had said.

Jindal Power and Steel Ltd (JPSL) Chairman Naveen Jindal had earlier claimed that the Zee executives had demanded Rs 20 crore for four years and they secretly filmed the meetings.
They later raised the demand to Rs 100 crore for not broadcasting stories against the company in relation to allocation of coal blocks, he claimed.

JSPL is among the companies named in the CAG report as one of the beneficiaries of the controversial coal block allocations.

In a retaliatory move, Zee News had last month sent a Rs 150 crore defamation notice to the Congress MP, who too had filed a Rs 200 crore case against the media conglomerate claiming the TV channel had tried to extort money from his company.

MUMBAI: Nearly a week after two Palghar girls were unnecessarily summoned to the police station and arrested for an innocuous Facebook post, the government is suspending the superintendent of police (Thane rural) Ravindra Sengaonkar. In a separate development, the Bombay high court on Monday transferred Ramchandra Bagade, the first-class judicial magistrate at Palghar who had given the girls bail of Rs 15,000 each.

Government officials said Palghar senior police inspector Shrikant Pingle would also be suspended and additional superintendent of police (Thane rural) Sangram Nishandar would escape with a strong warning. The action against the cops comes after a sustained campaign in TOI against the arrests of Shaheen Dhada and Rinu Shrinivasan, both 21. Sources said this is the biggest action against high-ranking police officers in Maharashtra in the recent past.

Dhada had lamented in a facebook post the November 18 shutdown due to Shiv Sena chief Bal Thackeray's funeral. Shrinivasan had 'liked' the post. Though Dhada didn't name Thackeray,the local Sena chief complained against the girls and the cops arrested the duo on November 19, which kicked off a nationwide furore over the attack on freedom of speech. Moreover, only on November 20 did cops arrest the vandals who caused Rs 20 lakh worth of damage at Shaheen's uncle's hospital on November 18, despite her taking down her post and apologizing that day itself.

The actions of Bagade had been recently questioned by former chief information commissioner Shailesh Gandhi, who asked why the magistrate hadn't seen the absurdity of the charges against the girls and thrown out the case. Bagade, who had also given bail of Rs 7,500 each to 10 hospital vandals, has been transferred to Jalgaon with immediate effect.

Sengaonkar's suspension comes after the government spent days dithering on taking action against the cops. Chief minister Prithviraj Chavan and home minister R R Patil had promised action on Thursday, but an inquiry report by special inspector general (Konkan) Sukhwinder Singh was ready only on Friday. It indicted the three cops for not taking action at the appropriate time and called for appropriate administrative action against the police officials who handled the case ineptly. However, Singh's factual report didn't specify the action. Additional chief secretary (home) Amitabh Rajan recommended suspending Sengaonkar and Pingle and warning Nishandar.

On Monday, government officials blamed the delay in taking action on the statewide alert that had been issued due to the anniversary of the 26/11 attacks.

Singh's report, which was submitted to the DGP, confirmed that there was absolutely no justification for arresting the two young women under either sections 295A or 505-2 of the IPC and Section 66A of the IT Act. The two girls were first booked under 295-A (deliberate and malicious act intended to outrage religious feelings) and IT Act section 66A (sending a grossly offensive message through a communication device). Later, 295A was dropped and replaced with 505-2 (promoting enmity, hatred or ill will).

After the arrests, DGP Sanjeev Dayal immediately submitted a preliminary report to Rajan saying there appeared to be high-handedness on the part of the police and the arrests appeared unwarranted. Union telecom and IT minister Kapil Sibal and minister of state for communications and IT Milind Deora also condemned the arrests.

Chavan appointed Singh to probe the episode on November 19. All along, both Chavan and home minister R R Patil, while admitting that the Palghar police had exceeded their brief, maintained that once the IG's report was received stern action would be taken against the erring officials. "We have taken the arrests of the two women very seriously. We will take stern action against the erring police officials. We will take such action that they will remember for life," Patil said.

However, till Monday there was no sign of any action being taken. The Union home ministry stepped in on Friday, with a joint secretary in the ministry asking the state home department to immediately submit the inquiry report and details of the action taken against erring police officials.

Singh recommended dropping the charges against the girls. His report was processed by Rajan and submitted to Patil on Saturday. "Amitabh Rajan endorsed the views expressed by Sukhwinder Singh and has recommended stringent action against the police officials indicted in the report," a senior home department bureaucrat said on Monday.

Commenting on the suspension, senior counsel Amit Desai said, "Whilst the suspension is certainly welcome, what would be appreciated is that, before the issue becomes stale in the public's mind, final action is also taken. Since it is only a proper stringent action taken by the state that alone will send a message to other officers not to act in haste in matters of registration of such FIRs or makes such incorrect arrests. Final action should be quick and strong so that the message goes out that police too must face consequences for their hasty and unjustifiable acts.

Dad, brother, uncle rape Kerala minor

The police is investigating the alleged tampering of the dying declaration of a girl, whose sister has disclosed that both were serially abused by their father, brother and other relatives.

On Saturday, the police arrested Arun Kumar, 45, a native of Andaloor near Dharmadam in Kannur district and his son for abusing his 13-year old daughter after she confided the incest to her teachers.

The girl, whose mother was dead, said in her complaint that two years ago her sister committed suicide as she had been subjected to brutal sexual abuse by the father, who was a drug addict.

It’s also alleged that the police tampered with the victim’s dying declaration to save some political leaders, who were involved in the case. The police has nabbed an uncle of the girl, a CPM leader, in connection with the serial abuse. Dharmadam circle inspector M.P. Vinod told DC on Monday that police was investigating the allegations and proper action would be initiated if tampering was detected.

“We had a preliminary verification of the dying statement and no such tampering is visible”, he added.

The police was also perusing other documents related to the suicide.

Police said the father and son were addicted to drugs and alcohol. The elder sister was admitted with fatal, third degree burns at Medical College here in August 2010.

The younger sibling recently disclosed the torture to her teachers.

She was then subjected to a medical examination at Thalassery general hospital to confirm the abuse.
Following this, Dharmadam police arrested the father and the son.

Guwahati, Nov 13 : A huge quantity of pseudoephedrine meant to be smuggled into Myanmar and estimated to be worth over Rs 1.2 crore was seized and two persons were arrested in this connection by Customs officials yesterday.
Acting on a tip-off, the anti-smuggling unit of the Guwahati customs division seized 1,00,17,000 tablets and 101.56 kg of powdered pseudoephedrine from a private godown at the Pub Boragaon area of the city, an official source today said.
Pseudoephedrine is a precursor chemical used for manufacturing party drugs such as Speed, Ecstasy and Ice. It is used for treating nasal and sinus congestion and was declared as a controlled substance under the Narcotics Drugs and Psychotropic Substances (Regulation of Controlled Substances) Order, 1993.
“Preliminary investigation has revealed that these drugs — packed in 58 cartons — were sent from Delhi to Guwahati through a private transport company. From here it would have been sent to Mizoram and then smuggled into Myanmar where several illegal factories for producing party drugs are located,” the source said.
“So far, two persons have been arrested and one truck has been seized in this connection,” he added.
Two persons — Raju Sen, 28, and Lalthanpuia, 38 have been arrested for their involvement. “They would have transported the drugs from Guwahati to Mizoram. They could not produce any of the documents required for transportation of pseudoephedrine,” the source said.
A case has been registered against them under relevant sections of the Narcotic Drugs and Psychotropic Substances Act, 1985.
The accused duo was produced in the court of chief judicial magistrate, Kamrup, here today and remanded to judicial custody.
“It appears that a huge interstate racket is involved in smuggling tablets containing pseudoephedrine from India to Myanmar and more arrests are likely to be made in this case,” he said.

Rs 4.50 lakh looted from Arunachal Rural Bank

ITANAGAR, Nov 9 – In a broad daylight robbery, armed miscreants today looted Rs 4.50 lakh from the Itanagar branch of Arunachal Pradesh Rural Bank.

According to police, a group of three miscreants armed with small firearms entered the bank branch located at a busy area near Ramakrishna Mission Hospital here around 12.15 pm and looted the amount at gun point.

While two of them stood guard at the gate of the bank branch, one entered the branch and opened fire in the air. The miscreant threatened the bank staff with dire consequence if an alarm was raised and then decamped with the booty.

A case has been registered at the Itanagar police station in this connection, informed the Superintendent of Police, Capital Complex, Surender Kumar, adding that a manhunt was on to nab the miscreants.

Drugs worth Rs 10 lakh seized in Dimapur

DIMAPUR, Oct 18 – In a major haul, Dimapur East police seized a huge consignment of 14,11,000 tablets of controlled drugs worth Rs 10 lakh from a cosmetic shop located on the first floor of Hazi Park shopping complex here.

The banned drugs were reportedly transported from Delhi to Dimapur through the Railway Mail Service and shifted to the godown by the accused, one Mahadev Prasad, owner of the shop.

Police told reporters today that he received specific information of the consignment and had sent some plain clothes police personnel along with two officers to locate the godown.

On raiding the place, police found the controlled drugs kept hidden in a secret compartment built on the ceiling of the shop. The drugs were packed in 17 cartons.

The seized drugs included 10,08,000 tablets of Redikuf (Pseudeophedrine Hydcrochloride & Bromhexine Hydrochloride) 99,000 tablets of Sucet (Cetrizine Dihydrochloride & Pseudeophedrine HCI) and Cetcof (Cetirizine Hydrochloride & Pseudeophedrine HCI tablets).

These illegal consignments reportedly go to Manipur and Myanmar where the drugs are in high demand. Certain compositions of these drugs are learnt to be used for making some other illegal drugs like heroin, police said quoting sources.

The seized drugs are worth around Rs 10 lakh in Delhi with the price per strip of ten tablets ranging from Rs 3-10.

According to medical experts, the seized drugs have very high dosage of 40 mg which can sedate a normal person for at least 3 days.

The accused has been chargesheeted under the Narcotic Drugs & Psychotropic Substances (NDPS) Act and investigation is on to ascertain the source and destination of these drugs, police said.

Police find bodies of two schoolgirls

ITANAGAR: Arunachal Pradesh Police have found the decomposed bodies of two schoolgirls in East Siang district. The corpses were found from Loklung bamboo garden near Ngorlung village under Ruksin circle of the district on Saturday, a source said.

The bodies have been identified to be that of 15-year-old Rinky Lohar, a Class VIII student of Govt HS School Ruksin, and Laxmi Kumari Prasad (16), a Class IX student of the same school who reportedly went missing last Monday.

An FIR has been lodged at Ruksin police station. The sources further informed that the girls had committed suicide by hanging themselves with a scarf (chunni). After post-mortem, the bodies were handed over to their relatives. A case of unnatural death has been registered.

Nagaland announces reward for fake-notes gang leader

Kohima, Oct 16 : Nagaland has announced a reward of Rs.50,000 for information about the leader of the gang involved in circulating counterfeit Indian currency notes in the state, a minister said Monday.

"Any person who can provide detailed information on the ring leader circulating fake notes in Nagaland will be given a cash reward of Rs.50,000," Nagaland Health and Family Welfare Minister Kuzholuzo Neinu told IANS on phone.

Moreover, Neinu promised that the identity of the informant will be kept secret.

Chief Minister Neiphiu Rio has expressed serious concern over recovery of fake currency notes in the state and said pushing fake currency is a serious crime which should be dealt with firmly.

Nagaland Police Oct 5 arrested three people who were attempting to deposit counterfeit currency notes with a face value of Rs.45,000 in a State Bank of India branch in Nagaland's Phek district.

"A case has been filed against the culprits and it must be ensured that severe action is initiated," Rio said.

Phek district is about 140 km east of Kohima, the state capital of Nagaland.

"We have arrested the depositor Vekhoneyi Chakhesang and two other people but at the moment we would not reveal the identities of the other two accused in the case in order to ensure our investigation is not hampered," Y.E. Ngullie, the district police chief of Phek, said.

A special investigation team (SIT) headed by Phek Additional Superintendent of Police (Addl SP) Imtimeren is probing the case, he said.

"The SIT is examining the case and how this racket (of counterfeit notes) is spreading in the state. The team will investigate all angles," Ngullie said.

2 Nagas drugged, looted in Guwahati

DIMAPUR, Oct 16 – Two Nagas were reportedly drugged in an eatery in Guwahati and looted of their belongings on October 12.

The victims identified as Pyingchio Murry and Renabomo Lotha of Baghty town of Phek district became unconscious after consuming the tea laced with drugs in the eatery and their belongings including cash, mobile phones, etc., were taken away by the eatery employees, Ad-hoc Baghty Town Council chairman Yanpvuthung Kithan said in a release today.

They were later hospitalised and are currently undergoing treatment.

Both had gone to visit their children who are studying in Guwahati but failed to meet them following the incident.

Strongly condemning the incident, the Town Council urged the authority concerned to take stern action against the culprits as per law. It also urged all Nagas to be vigilant so as to avoid such incidents in future.

Arrested Manipur cop leads to seizure of 74 kgs of narcotic

Widening its probe into the arrest of a Manipur police official caught allegedly smuggling drugs at the IGI airport, anti-narcotics sleuths today recovered 74 kgs of contraband from a location in the capital.

The seized consignment of pseudoephedrine is estimated to cost Rs 80 lakh in the domestic market. Sleuths suspect that a syndicate operation was behind the incident as the drug was to be smuggled from Manipur to neighbouring Myanmar.

The Manipur cop, Chlalkhogin, along with his wife and an another associate were arrested yesterday by the Narcotics Control Bureau after they received a tip-off from CISF.

Confirming the development, NCB zonal director (Delhi) Manoranjan Kumar told PTI that they have seized additional 74 kgs of narcotic after getting information about it from Chlalkhogin.

Twenty four kgs of pseudoephedrine was allegedly seized from the Manipur cop yesterday after the contraband was detected in his bag at the IGI airport.

The NCB had arrested the trio under the Narcotic Drugs and Psychotropic Substances Act and has now put them under interrogation.

Police official among 3 arrested at IGI for smuggling

New Delhi: A Manipur police official and two others were Saturday arrested for allegedly smuggling contraband worth Rs 20 lakh from the Indira Gandhi International (IGI) airport here.

The official, identified as one Chlalkhogin, is a constable in Manipur police and he was accompanied with his wife Chongboi and another person Satkholal when they were intercepted by a CISF check squad at the terminal 3 of the IGI.

A senior CISF officer said that the trio were intercepted in the wee hours around 5 am, just before they were scheduled to board an Indigo flight (6E-221) to Guwahati.

"Their baggages appeared to be suspicious. On profiling, they were selected for thorough checking. During screening of one of their baggages about 24 kgs of Pseudoephedrine drug was detected and recovered," CISF spokesperson Hemendra Singh said.

The CISF then called up the Narcotics Control Bureau (NCB) sleuths who arrested the trio under the Narcotic Drugs and Psychotropic Substances Act.

The NCB estimated the value of the drug consignment to be about Rs 20 lakh in the domestic market while the same volume would fetch Rs one crore in the international market, he said.

Armed and doubly dangerous: Local arms factories give Delhi criminals a lethal weapons edge



Criminals in Delhi are arming themselves with sophisticated weapons that are readily available from
local arms factories, making them more dangerous than ever before.

According to Delhi Police sources, some of these weapons can use ammunition meant for imported arms, which are available on the black market and have added to their firepower.
Delhi Police has prepared an eye-opening report on the ‘easy availability of high-quality firearms’ in the Capital and the National Capital Region. It says illegal arms used by gangs are usually well-made replicas of top quality weapons sold in the international market. They are cheap, which enables the criminals to buy them.

With growing evidence of the proliferation of these weapons, Delhi Police shared the report with state police chiefs at the recently held conference of DGPs as part of an effort to curb the menace.
The police claimed that in September alone such weapons were used in over ten murders in the Capital.
The crime network operates well beyond Delhi. In a recent operation carried out over 15 days, the Muzaffarnagar police seized over 40 country-made .315 and 12 bore pistols.
“We have busted four illegal arms factories and seized all the material used in making these weapons. They have mastered the art of making these weapons and it is hard to notice any difference between country-made and imported weapons of the same format,” said V.B. Singh, senior superintendent of police, Muzaffarnagar.
Country-made 0.315 bore weapons are easily available for Rs 3,000 to Rs 5,000 in different parts of Uttar Pradesh and Bihar.
Many first time criminals have also managed to get sophisticated pistols in the Capital, where they cost between Rs 35,000 and Rs 50,000.

According to police officials, automatic assault rifles can be procured from places like Dadri and cheaper variants can be brought from Meerut and Ghaziabad.
A senior police official in Uttar Pradesh also pointed out that the laws in the country are not stringent enough to act as actual deterrents.
The Delhi Police report was prepared following the recovery of a huge cache of sophisticated weapons from criminals in the capital and the NCR area. The police are worried about a possible explosion of violence.
A police officer who did not wish to be named said there are fears that even petty criminals will use these weapons for chain snatching or picking pockets.
Delhi Police Commissioner Neeraj Kumar has constituted a special cell within the crime branch to keep tabs on cases of gun running.
“We have looked in detail at the forward and backward linkages and carried out joint operations at several places to corner the gun running mafia,” said Kumar.

The police have prepared an action plan to control trafficking in the sophisticated arms. This includes a proposal for amending rules in the Arms Act to make bail difficult for those held under the Act.
The Delhi Police report says the government should reduce the quota of ammunition available to individual license holders.

As in the army, every licensed gun user will have to deposit used cartridges with the arms dealers before getting a fresh stock.
Many a time, senior police officials believe that licensed arms dealers sell the quota of ammunition to others, and they go on to leak it to criminals who misuse it in various antisocial activities.
Delhi Police also observed that the criminals use factory-made ammunition in the sophisticated country-made weapons, which further aggravates the problem.
Delhi Police recommended a fresh audit of all arms dealers to get the latest statistics and maintain a database of outgoing and incoming ammunition to these dealers.
The police have identified areas like Munger in Bihar and Jalalabad in the Muzaffarnagar district of Uttar Pradesh where licenses have been given to arms dealers for manufacturing weapons.
“We have sent police teams to these areas to collect intelligence about the whole operations there and the possibility of leakage of arms to criminal elements,” Kumar said.
Interestingly, the Delhi Police report observed that weapons from Uttar Pradesh and Bihar do not find buyers in the Capital alone. They are selling like hot cakes in the Maoist areas.
The report proposes that the police should be allowed to take a photograph of a weapon before it is sealed, so that when it is produced in court the judge is aware how advanced the weapon is.
This is to ensure that the case is not treated like a regular arms recovery.

Drugs hidden in 13 sacks seized in Manipur

 IMPHAL: A joint team of sleuths and security personnel seized a huge quantity of psychotropic drugs including Spasmo Proxyvon (SP) and C-U-Kuf concealed inside 13 medium-sized sacks from a cement-laden truck at Kanglatongbi near Imphal.

Acting on specific information, sleuths from the Special Intelligence Unit (SIU) and the narcotic cell of Imphal West District Police and 43 Assam Rifles personnel intercepted the drugs ferried from Guwahati on Sunday.

The joint security team also pulled up the driver of the truck, identified as Md Farooque Khan of Khabeishoi village in Imphal East, police sources said, adding that the owner of the truck is also a Muslim from the state.

Each uncoated C-U-Kuf tablet contains 60mg of pseudoephedrine hydrochloride and 2.5mg of triproclidine hydrochloride, the sources added.

The cement consignment was being shipped in for one store at Churachandpur, while the drugs loaded from Guwahati were dispatched in the name of an individual at Khurai in Imphal East.

The cops have begun a probe to nab the ring leader behind the flow of psychotropic drugs in the state.

In another operation by 24 Assam Rifles, two drug peddlers were apprehended with a whopping 1,16,150 Sucet tablets and 1,00,740 Skuf tablets from Lokchao area near the border town of Moreh.

Man arrested for shooting woman on busy Delhi road while son watchedNew Delhi: A woman who was shot dead on a busy road in North West Delhi was allegedly murdered by a man related to her husband's ex-wife, says the Delhi Police, who has arrested the man.

Meenakshi Rana was dropping her young son to school in a rickshaw in Rohini when a gunman on a bike pulled up and fired at her several times.  The shooter then escaped.

Newspapers report that Mrs Rana at first tried to dodge bullets by hiding behind cars and trees but the gunman was able to catch up with her. After killing her, he escaped on his bike.

Mrs Rana had allegedly married her husband before he formally divorced his first wife, according to the police.

NEW DELHI, Sept 12 : Four men assaulted her, police manage to arrest one culprit and his wife

 A 16-year-old girl from Assam was allegedly confined at a house in Khyala in west Delhi for eight days and raped by four men. A couple has been arrested in this connection, police said.

The rapists released her after her health deteriorated, following which she went to the house of  an acquaintance.

When her health improved in few days, she approached police and filed an FIR.
She worked as a maid at a house in Rohini. On August 25, she quit the job and called Imran, who was known to her, and asked him to find her shelter for a day before she looks for another job.

She reached Raghubir Nagar on Imran’s direction to spend the night at his friend Nawal Kishore’s house.

As Nawal lived with his wife Shabeena, the victim thought it was safe to stay there, said a police officer. Imran and Nawal called two of their friends Lalu and Mithun.
At night, they forced the victim to drink and raped her.

The next morning, Kishore told his wife to keep a tab on the victim so that she does not escape.

The girl was confined for seven more days, and the four men raped her every day.
When her health deteriorated, they hired an autorickshaw and asked her to leave and threatened her as well.

Traumatised and unwell, she reached the house of her acquaintance, from where after regaining health she went to a police station on Monday.

A case of rape was filed with Khyala police station after a medical test of the victim, and Nawal and his wife Shabeena were arrested.

“A hunt is on to arrest the rest,” said the police officer.
The girl came to Delhi two years ago with a woman from her hometown in Assam, looking for a job.


The woman introduced her to a placement agency, which made her work in a house in the city.

After working for a year there, she left and started looking for a different job. The placement agency then sent her to Gujarat.

She worked there for nine months as a maid, after which she returned to Delhi and started working in a house in Rohini.

Myanmar market for Indian drugs

Shillong, Aug 28 : Customs officials today revealed that Myanmar has become a destination for sedatives from India.

Following the haul of Methaqualone crystals, used for making sedatives, on Friday in Shillong from a Mizoram-bound vehicle, it was revealed that the stash valued at Rs 1 crore was meant to be smuggled to Myanmar, said S.K. Chakraborty, additional commissioner of customs (preventive), Northeast.

The customs official said the drugs that are manufactured by some south Indian companies find their way first to Guwahati and subsequently smuggled to Myanmar through Mizoram and other Northeast states sharing a border with Myanmar.

Two persons from Mizoram were arrested in connection with Friday’s haul. They were booked under the Narcotic Drugs and Psychotropic Substance Act, 1985, and the Customs Act, 1962.

Besides, Methaqualone crystals of over 50kg, officials seized 9.48 lakh Actichid and Reobro tablets that contain pseudoephedrine, which is a raw material for manufacturing amphetamine tablets.

The Methaqualone crystals are used to manufacture the sedative Mandrax.

The customs officials said they were expecting more arrests in the days to come.

AR arrests two rebels at Moreh, 1kg opium seized in Arunachal

 IMPHAL/ITANAGAR: Assam Rifles personnel arrested two suspected cadres of the banned Kanglei Yawol Kanna Lup (KYKL) in an operation at Manipur's Moreh town bordering Myanmar. Acting on reports of the presence of militants at New Zalinmoul of the border town, AR troops launched an operation at the area and apprehended two cadres on Saturday.

The AR troops found a 9mm carbine with magazine and bullets, a Chinese hand grenade, two mobile phones, extortion notes and Indian currency of Rs 17,000 on the two cadres. Later, the two cadres-self styled privates Th Thoiba and Kh Koireng from Thoubal district-were handed over to the police.

Meanwhile, Assam Rifles apprehended a drug peddler in Tirap district of Arunachal Pradesh and seized one kg opium from him. AR personnel had launched a search operation at Thincha-Sanliam road axis on Sunday, which led to the apprehension of one Along Rukhet of Lazu circle, a communique said on Monday. One kg opium costing around Rs 30,000 was seized from the individual. The apprehension of the individual is a major blow to the drug trafficking racket in Lazu and Khonsa, the AR communique added.

Nacotics seized in Shillong town

Shillong, Aug 28 :  Narcotics worth more than Rs one Crore was seized by customs officials in Shillong and the transporters were arrested, officials said today.

Acting on a tip-off, a passenger vehicle bound for Mizoram was stopped on Friday at Mawlai here and later 50 kg of Methaqualone crystals and more than nine lakh Actichid and Reobro tablets were seized, they said. Additional Commissioner (NER) S K Chakraborty said that Mizoram police have been alerted for the arrest of the people involved in the illegal transportation of the narcotics.

They said the substances were forced into the illegal international market routing through the NE from where it is produced legally in the country.

Denying divulging the names of the transporters, Chakraborty said they duo were placed under judicial custody and charged under the Customs Act 1962 and also under the narcotic drugs and psychotropic substance act 1985.

Log on to the jobs/recruitment section of any of the classified websites, and you're zapped with curious promises: “backdoor openings” to large MNCs, core technology training-cum-job, “hi-tech job” for the inexperienced, pay packets to match. And then there’s the usual catch — the “commitment amount”, “training fee”, consultant fees or a non-refundable “security deposit” — all stated upfront on the unofficial rate card in this frenetic recruitment bazaar.

Indeed, the term “job market” is very apt, for the jobs are obviously “fixed” by placement consultants, for a hefty price, of course: this price varies from just under a lakh to up to Rs. 3 lakh. It works on a simple principle: the lesser your marks or the less impressive your resume, the more you shell out. Similar “fixing”, multiple sources told The Hindu, happens for college placements in less-known institutes, where the process is more covertly managed.
But even as industry freshers or job aspirants have come to terms with the way this bazaar operates — after all, it is just an extension of the college admission tout racket — an intricate web of greed, deceit and fraud operates in the foreground, eager to cash in on the desperation of young jobseekers in a market, which is stagnant at best and in many cases even on a decline.
In recent months, a substantial number of cases have been reported where placement consultants have fooled gullible youngsters (mostly freshers) by landing them jobs that even pay salaries for a month or two. Often in cahoots with these consultants, fly-by-night operators hire in batches to build credibility, even offer rudimentary training in basic computer skills and some certifications. To appear well-established these companies rent out a modest office, put up a website and deck it up to make the company appear like an old market player. In one case in Bangalore, the company chose the name of an Italian company Electrosys, pretending to be an old and established subsidiary of the firm. The first batch is recruited through walk-ins, but successive batches are all “paid jobs”. And then when their numbers reach critical mass – typically between 100 and 200 employees – these companies vamoose with all the “security deposits”.
Underreported
A simple web search throws up a farrago of such cases. Many of the victims, when contacted, were reluctant to go public. A substantial number had not registered a police complaint, an indication that such cases are underreported. Some insisted that IT companies tend to “track resumes”, and a complaint may end up tarnishing their record. These fears are baseless, it turns out, as industry sources say, there is no collated registry or tracking. However, they concede that there indeed are “backdoor entries” into the biggest companies, largely orchestrated by unscrupulous human resources (HR) personnel.
Arbitrariness
Besides job portals and placement consultants, large numbers of IT recruitments are through referrals, paving the way for arbitrariness and, consequently, fraud. Jagdeesh (name changed) lodged a police complaint when in June last year his company in Jeevan Bima Nagar shut shop overnight, leaving him and around 140 others in the lurch. Till date, none have got their money back, and the case remains unresolved. Today, he has a job, but is saddled with two large loans: one which he took for his engineering course, and the other which his mother took (by mortgaging her jewellery) to pay his way through to his first job.
“The warning signs are there,” explains Pradeep, “but in our desperation we tend not to see them.” A placement executive strung him along with an offer he couldn’t refuse, even staging a fake meeting and exchanging emails from what appeared to be the ID of a large MNC. Having paid the money, Pradeep was repeatedly stonewalled by being told that the joining dates were extended owing to financial losses. Worse, Pradeep had been put in touch with the consultant through a placement officer in his college, a tier-III institute in Andhra Pradesh. In a similar racket busted by the Bangalore police last year, the consultant even gave candidates a whirlwind tour of Wipro’s premises.
A 2011 report by Ernst and Young report titled ' Ever increasing fraud risks in the IT and ITeS sector' takes note of this trend. It points out that an entire entire recruitment team at the Indian subsidiary of a large IT company was sacked for allegedly accepting bribes from prospective employees and recruitment consultants. Saket Bhartia, president of the Bangalore chapter of the Association of Certified Fraud examiners says that from an IT/ITeS perspective, recruitment would be the top-most frauds reported today. This has to do with the rapid growth this sector has seen.
These frauds he says are carried out in collusion between HR officials in big companies, placement consultancies and training institutes. In some cases he adds they have found that HR officials in big IT companies have their family members running training and certification institutes that promise placements into the same company. This kind of fixing also happens in campuses, he adds.
A senior professor at a leading engineering college here said that another factor contributing to this malaise is the fact that most engineering colleges are not imparting adequate training to students, leaving them "hugely unprepared" for the industry. Often, these students have no option but to turn to training-cum-placements institutes in order to make inroads into the industry. "It isn't just about soft skills. Most students passing out lack in basic technical skills, so they cannot make it," he says. The unregulated and rapid proliferation of engineering colleges has meant that students are entering a market that is extremely competitive. "And everyone wants an IT job; partly because there are very little jobs in other trades. So they turn to these agents for help," explains the professor. This makes the entire ecosystem ripe for fraud.
Andhra initiative
A substantial number of these fraudsters have been traced to smaller towns in Andhra Pradesh. Following a slew of cases in Andhra Pradesh, the government there appointed a committee, along with industry associations, to study and suggest ways to protect job aspirants. Sources in the Bangalore police concede that IT-related recruitment frauds have seen a “steady, not yet alarming” rise. The numbers they say are underreported as most of them are reluctant to report the crime. Yet, both the Karnataka government and the industry are sitting on their hands.
Unaware of rights
Suresh Kodoor, a member of the IT and ITeS Employees Centre, a support organisation for employees in the technology and tech services sector, says that victims are unaware of their rights and scared to report when defrauded. “This is encouraged by the absence of appropriate laws, loopholes in existing rules, blanket exemption from labour laws, and a lenient attitude by law enforcing authorities,” he says.
The IT industry in Bangalore, and elsewhere, is unorganised and largely unregulated. Further, employees have no safety net as companies have been exempt from crucial labour laws, such as the Industrial Employment Standing Orders Act. This means that there is no proper inventory of these companies, and they are not required to make any disclosures, making it difficult to track these operators. In one of the fraud cases, it appeared that the company was not even registered.
Officials in the State Labour Department say they hope that the move to revoke the exemptions given to the IT sector will bring in more accountability as any workplace employing over 50 will be required to register with the department, and make their rules of service amply clear. This will also increase awareness about employee-employer rights and entitlements, they believe.

One held with drugs worth Rs 5 crore

DIMAPUR, Aug 14 – In one of the biggest drug hauls ever, Kohima police manning the Khuzama checkgate seized a consignment of brown sugar and psychotropic tablets estimated to be worth Rs 5 crore in the international market.

According to police, personnel manning Khuzama checkgate intercepted a person identified as one Nurul Haque of Dharmanagar Halahali of Tripura, travelling to Dimapur from Imphal on Thursday. They recovered the contraband drugs from his possession.

The consignment was detected by the police personnel while frisking the luggage of passengers travelling in a tourist vehicle from Imphal to Dimapur, the sources informed.

The seizure, one of the biggest so far, contained around two kg of brown sugar, 100 gm of suspected heroin and 4,000 psychotropic tablets. The international market value of the drugs would be not less than Rs 5 crore while even in the local market the value would be around Rs 100 lakh, sources said.

With the frequent seizures of such contraband substances, it is learnt that a full investigation is in progress to find out the network of people involved in the smuggling of these drugs from Manipur to other parts of the country via Kohima.

Myanmar narcotics smuggler held in Silchar

 SILCHAR: BSF and Assam Police, in a joint operation, nabbed a Myanmar national from this southern Assam town, along with narcotics and Indian currency, on Tuesday night.

A senior official of BSF's Mizoram-Cachar Frontier on Wednesday said a joint operation was conducted by the troops of the border guard's Mashimpur (Silchar)-based frontier headquarter and 142 Battalion BSF, in association with police, after inputs by BSF's intelligence wing. The smuggler was caught from Rangerkhari locality of Silchar town. Thirty grams of narcotics, suspected to be heroin, and Indian currency of Rs 44,500 was found on him.

The arrested smuggler was identified as Lungakaselav (50), a resident of Hakha village in Lairam Chingtai district of Myanmar.

After questioning, it was learnt that Lungakaselav crossed over to India on July 28 through Indo-Myanmar border in Mizoram and stayed at different places, including Aizawl, till August 6 in search of buyers.

It is learnt that a Mizo woman provided him shelter in Aizawl and also arranged a guide for him to reach Silchar. This was aimed at marketing of narcotics smuggled from Myanmar in this part of Assam.

Lungakaselav, along with the seized items, was handed over to Assam Police for further investigation. On Wednesday, he was produced in court, which remanded him in police custody for two days.

Fears of opium poppy farming in Kerala

The possible illegal use of opium as an intoxicant and apprehensions about farming of opium poppy are worrying law enforcement agencies in Kerala.
This follows intelligence inputs that some migrant labourers may be smuggling in ganja from northern parts of the country and some others are using opium.
For the first time, the State Excise Department has come out with an advertisement seeking information from the general public on opium poppy farming. It has appointed a nodal officer to collect information on farming. The Additional Excise Commission (Enforcement) will coordinate the intelligence gathering exercise.
Opium is obtained from the fruit of opium poppy (Papaver somniferum) before it ripens. Longitudinal incisions are made on the fruit wall to collect the milky white latex. The dried latex, which turns black, contains the alkaline morphine, and is processed to produce heroin.
According to a senior functionary of the Excise Department, opium poppy farming is mostly confined to States such as Madhya Pradesh, Gujarat and Rajasthan and there is no information on its farming in South India. However, there were intelligence inputs stating that the practice of using opium could be there among some migrant workers. Hence, the public notice, he said.
There were also intelligence alerts that there could be attempts to smuggle in narcotic substances, including ganja, from States such as Assam, Bihar and Northeastern States. The advertisement, released eight days ago, had not yielded any results till now, he said.
Sujana Balan, Associate Professor of Pharmacology in the Nangelil Ayurveda College at Kothamangalam, said opium poppy plants required cold climate to grow. Though there was no known cultivation of plants with white flowers in Kerala, a hybrid variety of the species with lilac flowers could survive in the high ranges of the State such as Munnar. The hybrid variety also contained equal amount of morphine, she said.
Opium induces sleep and is considered as the best analgesic. In Ayurveda, both opium and ganja are included in Madakari group.

The arrested couple has been identified as husband-wife duo of Dinesh and Smita Dhiwar. The two actresses had worked in several Hindi serials as junior artists.

The officials said the couple, which was running an independent agency for providing junior artists to TV serials in Mumbai, had kept the two actresses at a city hotel, and were charging Rs 50,000 for two hours from their prospective clients.

“One of the arrested actresses told us that she has acted in serials like Sathiya, Sasural Simran Ka and Tarak Mehta Ka Ulta Chasma,” Police Inspector Bhanupratap Barge of SSC said. “We received information on Tuesday night that Dhiwars had kept the actresses in a city hotel to do sex business. One of our police officials contacted the couple and expressed his desire to seek their service.”

Barge said that Smita instructed the officer that she would take Rs 50,000 for a two-hour service and asked him to deposit Rs 10,000 into her husband’s account. “As per her instructions, we deposited Rs 10,000 into the said account and on Tuesday night sent a decoy customer to the hotel in Shivajinagar where the actresses were kept,” Barge said.

A trap was laid near the hotel and after the decoy signalled the officials, they stormed into the room and arrested the couple and the actresses. “Investigations revealed that the couple, which provides small-time artists to serials, is also involved activities related to the casting couch, and we are investigating the case further,” Barge said.  “We have booked them under relevant sections of Protection of Immoral Trafficking Act (PITA) and they have been remanded in police custody till August 6.”

India leading exporter of illicit party drug: US state dept

NEW DELHI: India has emerged as the biggest source of party drug Ketamine illicitly exported across the world, according to the 2012 International Narcotics Control Strategy Report (INCSR), prepared by Bureau of International Narcotics and Law Enforcement Affairs under the US Department of State.

The report says India's strategic location — situated between Southwest Asia (the Golden Crescent) and Southeast Asia (the Golden Triangle) — makes it an attractive transshipment area for contraband bound for Europe, Africa, Southeast Asia and North America.

While much of the contraband like heroine, opium and cocaine come from abroad and use India as a transit point; Ketamine is largely sourced domestically.

The modus operandi, say Indian drug enforcement agencies sources, is illicit diversion of stocks engineered by licenced Ketamine manufacturers from states like Punjab, Himachal Pradesh and Maharashtra. It is estimated that about four-five tonnes of ketamine go missing every year from legitimate production.

Significantly, only last month the Delhi zone of the Directorate of Revenue Intelligence (DRI) busted an international cartel, nabbing two Delhi exporters and seized over 650 kg of Ketamine. The duo was found to have exported large quantities of Ketamine to 11 countries in the past few years and their illicit trade is suspected to be worth close to Rs 500 crore.

The INCSR report notes: "India has become one of the main sources of Ketamine. Ketamine, a veterinary anesthesia, is not under international control, and the number of significant Ketamine seizures at major airports, in sea containers and in parcels continues to increase."

It adds, "India also manufactures organic and synthetic licit opiate/psychotropic pharmaceuticals (LOPPS). Destined for licit sales in markets around the world, these items (raw opium, chemical precursors, Ketamine, LOPPS) are vulnerable to diversion, including through illegally operating Internet pharmacies."

Sources in Indian drug enforcement agencies say the state machinery needs to closely monitor legitimate Ketamine production and stop illicit diversion. "The clandestine manufacture of Ketamine is a complex and costly process, therefore the main source of illicit Ketamine is through the diversion of legitimate pharmaceutical products," says a drug enforcement official.

The DRI officials say much of this diversion is taking place from Punjab, Himachal Pradesh and Maharashtra. "Himachal in particular has an industry-favourable tax regime that has led to proliferation of Ketamine manufacturing companies. Several of these firms have been found to be unscrupulously diverting Ketamine to illicit markets," said a DRI official.

While Ketamine sells for Rs 35,000 a kg, illicit export can fetch up to Rs 10 lakh for the same quantity. The cartel's net spreads far and wide involving international drug mafia and people from Customs and Directorate General of Foreign Trade, say DRI sources.

56-year-old woman molested in Manipur

A 56-year-old woman was allegedly molested by a neighbour at Kakching in Manipur on Saturday night. The complaint was lodged at the local police station on Sunday morning but police was reportedly reluctant to register FIR and arrest the culprit.

According to locals, the woman was sitting outside her house along with her daughter-in-law when neighbour Ibomcha, 54, grabbed and outraged her modesty.

"She fainted and had to be admitted at Kakching Community Health Centre," said Madhu Chandra, spokesperson of North East Support Centre and Helpline, an NGO that took up her case.

The woman's family members hired a lawyer and lodged a complaint at the Kakching police station but the police refused to register FIR until members of the NGO spoke to the officer in charge.

"The OC said the complaint could not be registered and action taken as it was a case between neighbours," Chandra said, adding he relented only after being told that the matter would be taken up with higher authorities.

"We are probing the case. If the man is found guilty, he will be dealt with strictly," a senior police officer said.

As per the National Crime Records Bureau, Manipur had in 2011 secured the fourth spot among Indian states vis-à-vis crime against women.

"Tendency of the police to ignore such cases encourages the perpetrators to make a mockery of the law," a rights activist said from state capital Imphal.

CID arrests private security guard selling guns with fake licences

GUWAHATI: A CID sleuth succeeded in arresting Naoba Meitie, a private security guard of Manipur who was providing arms and duplicate licences to many in the region on Tuesday night. Meitie was arrested from the city's Lachit Nagar area where he was residing in a rented house. CID also found three SBBL guns and their duplicate licenses in his house.

"Two of the licenses were made in Senapati district of Manipur and one in Dimapur of Nagaland. Naoba was all set to sell these guns with the licences to three others from Dhudhnoi in Goalpara district. He was to sell each license and gun for Rs 40,000," said a CID official.

CID also arrested four others involved in the case. They were identified as Madhab Chandra Rabha, Biru Ram Rabha, Ajit Roy and Dipen Chandra Rabha. The three licences found with Meitie were issued in the name of Madhab, Biru and Ajit.

"Meiti was once arrested in a similar case in 2011. Later, he was released on bail. He started his illegal business of selling guns and fake licenses under the cover of his present job as a security guard. He used to sell these arms and licences to other security guards in the state. He might have other clients too. We are questioning him," added the official.

Naoba used to purchase the guns with the help of his contacts in Manipur and Nagaland. He used to sell them to various private security service providers and security guards here.

CID said many private security agencies in the region are also involved in the racket and procuring such illegal arms, duplicate licences as guards with a gun license can draw a good salary. "We are keeping an eye on the activities of private security agencies," added the official.

Wanted criminal nabbed by Special Cell of Delhi police

New Delhi: The Special Cell of Delhi Police has arrested a Manipur native, wanted in several criminal cases there.

The man named Nanua was arrested on Sunday from Kingsway Camp near Delhi University and is said to be a member of a banned outfit.

He was produced on Monday before the court of Additional Chief Metropolitan Magistrate Smita Garg.

The court granted police his transit remand for five days and he will now be handed over to the Manipur police.

Sources said Nanua was staying at Kingsway camp for the last one year.

They said he used to make extortion calls from here to Manipur and is wanted in several criminal cases there including those under section 307 (attempt to murder) and section 326 (causing grievous hurt) of the Indian Penal Code.

Federal agents have been watching websites where hackers illegally distribute credit card data—and their work has paid off. Today, they arrested 11 people in the US and 13 overseas, reports Reuters.

Under the two-year sting, agents set up a fake online forum of their own where people could trade stolen account numbers.

The arrest foiled about $200 million in bogus purchases involving more than 400,000 compromised cards, authorities say. All of the suspects are males between the ages of 18 to 25, which might have been apparent by screen names like “JoshTheGod" and “IwearaMAGNUM.”

Some of those charged face 40 years in prison if convicted. Their arrests will cause a "significant disruption to the underground economy," an FBI spokeswoman tells the New York Times.

BOLIVIAN drug-smugglers seem to be running low on ingenious ways to hide their masses of cocaine.

Disguising the stash as flour or washing-up powder appears to be a little too old school for South American drug-runners – with the new method of choice being to wrap their blocks in Swastikas.

A van carrying 204kg of cocaine in brick-type moulds plastered with the Nazi stamp is the latest bust, as authorities attempt to stamp down on the raging drug trade.

The branding destroyed all chances of the smugglers making it safely to a farm to have the drugs cut, with Special Counter-Narcotics Police Force (Fuerza Especial de Lucha Contra el Narcotrafico – FELCN) intercepting the van in the town of Warnes.

The driver was arrested by authorities at the scene.

The anti-narcotics chief confirmed it was the first time a shipment had been discovered with this symbol. If the mules plan on having future success with such deliveries, perhaps it should be the last.

Prostitution rackets emerging in Goa

Business conferences and commercial events are serving as a new front for flesh trade with girls from various states being trafficked for these events in Goa, officials have said.

Police officers, who raided a few such events, said they were surprised to find during their investigations that a number of event management companies ran prostitution rackets under the guise of organising events in the state.

"The girls were found to have been brought with proper knowledge of what they have to do during the conference in the guise of event management," police inspector Gurudas Kadam, who busted a racket run by an Andhra Pradesh-based company, said at a consultation session here.

Kadam is among other officials who are participating in the two-day long consultation to formulate a strategy to check human trafficking for sexual exploitation in Goa.

Government and NGO representatives from Andhra Pradesh, Maharashtra, Karnataka, West Bengal, Assam, Nagaland, Manipur and Mizoram-considered as source states for trafficking-are participating in the programme, which began here today.

Speaking at the conference, Women and Child Development department Director Sanjiv Gadkar said the state government would network with the source states to verify whether the event management companies organising conferences in Goa have valid registrations.

"Consultations with the source states will help the state government in its efforts to ascertain the background of the girls who are usually employed by the event management companies during business conferences," Gadkar said.

Burmese national, two others held with drugs

A Burmese national, along with his two accomplices allegedly carrying 161 kg of narcotics for smuggling to Burma and China, has been remanded to judicial custody for 11 days.
The alleged Burmese national identified as Thomas Nihmunga, Abhinav Singh Chauhan, a Delhi resident and a Mizo
woman named Lasangpuii are remanded to police custody till July 2 by the Chief Metropolitan Magistrate, Vinod Yadav.

 The trio was arrested by the special cell of Delhi police on June 21 on a tip-off that Chauhan would be carrying huge quantity of narcotics.

Chauhan was apprehended with 161 kg of ephedrine, a psychotropic substance concealed in layers of bed sheets, packed in seven plastic packets. Chauhan was travelling in a hired taxi and was on his way to Moradabad in Uttar Pradesh from where he had planned to take a train to Guwahati.From there,the consignment was to be sent to Burma and China through Mizoram .

The police said Chauhan had disclosed that the consignment belonged to Lasangpuii, who was living at Masjid Moth here, and he was only a carrier. The police subsequently arrested Lasangpuii and then Thomas, from whom they recovered 2 kg of ephedrine.

It was also revealed that the consignment was procured from Dehradun in a form of medicine strips and upon reaching Delhi, Thomas would peel off the strips and convert the consignment into packets, which were then collected by Chauhan to be sent to Guwahati.

The police have now sought the custody of Chauhan and Lasangpuii to interrogate them to nab others in the drug smuggling syndicate.

Many of them fled during the raid leaving behind their expensive cars. Fourteen persons were arrested and booked under the Immoral Trafficking (Prevention) Act.

According to the police, Vijayawada-based cement businessman Devireddy Veera Narayana Reddy (32) hosted a birthday party at Swagruha Resorts at Pilgipuram village in Hayatnagar on Friday night. The party kicked off around 9.30 pm and based on a tip-off, the police raided the premises at 11 pm.

On reaching the spot, cops found the party on with loud music. "Half-naked girls were dancing around, most of the people were drunk while some others were sleeping with women in rooms. The girls said they were brought for the party from Delhi, Mumbai, Sikkim and Andhra Pradesh," said a police officer.

Several of Reddy's wealthy friends, who were having fun with the call girls, fled the premises leaving behind their swanky cars, including BMW, two Volkswagen cars, Laura and a Toyota Fortuner. Police seized 11 cars from the resort.

Of the 16 accused, resort owner PS Reddy and party orgainser Akhtar Mamu were absconding. Police arrested 14 others from the party, including Veera Narayana Reddy. The number of the accused could increase after police zero in on those who fled.

"Akthar Mamu had arranged the girls with the help of resort owner PS Reddy, '' said Hayathnagar inspector G Srinivas Kumar. Drugs were not found on the premises.

Police suspect similar parties might have been organised at Swagruha resort earlier.

Every fifth murder in Delhi sexually motivated: Police

Every fifth murder in the capital is sexually motivated, Police Commissioner B.K. Gupta said on Friday.
Addressing the annual press conference of the Delhi Police, Gupta said: "According to the latest data, 18 percent of murders in Delhi are sex-related. Other prominent reasons for murders are sudden provocation and crime-related."
According to Gupta, family disputes were found to be behind only nine percent of murders. Enmity and disputes were the other chief motives during 2011.
"A worrying fact is that in 95 per cent cases, the perpetrators were found to have no previous criminal records," he added.
"That sex-related murders were such a big chunk of all such incidents in the capital, is just another pointer at the imminent need for sexual education and awareness in society," added Gupta.

Cannabis seized in Assam

Guwahati : A total of 31 kg of ganja (cannabis) was seized from a New Delhi-bound train in Assam's Kokrajhar district Monday and two people were arrested, police said.
The drug was being smuggled from Dimapur in Nagaland to Delhi.
"We searched Rajdhani Express following a tip off. The ganjas were hidden in one suitcase and two travel bags," a police official said.
Police refused to name the arrested people.
The search was carried out jointly by the Government Railway Police (GRP) and Assam Police.

Couple arrested for trying to bury their baby girl alive

The parents of a 2-month-old baby girl have been arrested for allegedly trying to bury her alive in a town in Uttar Pradesh.

The incident, which happened in a town in the state of Uttar Pradesh, has once again highlighted the fact that crimes committed against the girl child is on the rise in our country. 
 
 
 
According to a news report, one of the caretakers at a burial ground heard a baby cry and sensing something is suspicious, he alerted the police. The cops reached the spot and arrested the parents just as they were about to bury the infant girl child.
 
On being questioned, the child's father reportedly said that he had been advised by a spiritual godman to bury the baby, which would help protect his other children from illnesses.

6th graders made porn video at Mexican school

Mexico City: Authorities in Mexico's Gulf coast state of Campeche have said that they are investigating how a porn video was made by sixth-graders inside their school. State Education Department spokesman Omar Kantun said the video was apparently made in an empty classroom during recess in late April.
"It is real, the case is real, the video exists," Kantun said. "The Education Department is very concerned." He said an investigation is being conducted by his department and the teachers union to determine whether any adults were involved.
Kantun said the teacher who uses the classroom did not appear to have been present when the video was made. He said no disciplinary action has been taken against any students or teachers yet. He said the students involved are being given psychological counselling.

The incident occurred in late April at a grade school in the town of Calkini, which is in a relatively conservative and heavily Indian area. Three boys are seen in the video engaging in oral and anal sex recorded on a cellphone by a fourth person, apparently another student.
The mother of one of the boys saw the video on the Internet and notified authorities, Kantun said. He said the video had since been taken down.
Authorities didn't announce the students' ages, but sixth-graders in Mexico are generally 12 or younger.

ROHTAK: Children living at a shelter run by an NGO here were sexually abused, beaten, molested and made to work as labourers on farms and construction sites, a raid by the National Commission for Protection of Child Rights has uncovered.

The girls recounted tales of horror during the raid on Wednesday night at the shelter run by NGO Bharat Vikas Sangh, which won a Haryana state award for women's empowerment in March this year.

Around 12 girls in their teens, alleged they were exploited by the owner, Jaswanti, to earn money; one of them said she was forced to sleep with a man. "We were molested by various people. If any girl protested, she would be paraded naked and beaten. Jaswanti forced us to work as labourers and snatched our wages," they said.

Jaswanti Devi, who has been running the Rohtak children shelter, and her son-in-law, Jai Bhagwan, have been arrested for exploiting children. Jai Bhagwan has been booked for sexual harassment and molestation of the inmates.

"Inmates were locked up for 3-4 days without food or any other facility if they protested. She (Jaswanti) forced us to earn money for her," said one.

The raid came on a tip from three girls who had escaped to Delhi and told their families of their sufferings at the shelter. The girls had, in fact, been shifted to the Rohtak home from an "orphanage" in Gurgaon following allegations of sexual abuse there.

MiD DAY had reported yesterday that the 35-year-old man, whose dead body had been recovered on Sunday morning at the Gorai beach, had been called to the spot by an unidentified woman (‘Murder victim was called to beach by mystery woman’, May 8).

The Crime Branch has promptly traced the woman, who was none other than the man’s own niece-in-law, and had been repeatedly raped and pimped out by him. The 20-year-old woman allegedly conspired with her boyfriend and another friend to kill him, as she wanted to put an end to the repeated rape he had been subjecting her to, over the past year.
The trio was arrested yesterday on charges of the murder of share broker and alleged pimp Ramesh Dedhia (35). After the arrests, Crime Branch officers revealed that the woman had been raped repeatedly by her uncle, who had also sold her services to many of his friends. The woman, who was Dedhia’s sister-in-law daughter, had only shared the information with her boyfriend, but kept it a secret from her aunt or her mother, who works in a bar as a dancer, and stays apart from her.
Accompanied by her boyfriend, 25-year-old Mohsin Shaikh, the woman left Malwani on Saturday evening for Manori beach. Mohsin’s friend Deepak Bhosle was also present. The woman then made a phone call to Dedhia, luring him to Manori beach with the promise of a good time. Eager, Dedhia called his wife up and told her that he wouldn’t be coming home that night. Raghunath Delvi, senior police inspector of Crime Branch unit XI, said that Dedhia was upset when he saw that Mohsin and Bhosle accompanied his niece, and kicked up a fuss.
“Mohsin who was ready with a knife, stabbed Dedhia to death, while Bhosle held him down,” said a police officer from the Crime Branch. To make sure that he did not survive the attack, the two young men smashed Dedhia’s head with a rock and fled the spot. They made one deadly mistake, however, by not bothering to take his mobile phone with them.
For cops who later recovered the phone from near the body, the task was as simple as tracing the number from which Dedhia had received his last phone call before being killed. One of Dedhia’s friends had earlier revealed in his statement that it was that phone call which spurred Dedhia to abandon a game of cards and take a trip to the beach. “With the help of Dedhia’s mobile phone, we traced the number from which the last phone call had been made, and were led to his niece. Our informers tipped us off that that Mohsin and Bhosle would be found at a location in Malwani, and we arrested the two from there,”added the officer. The police have booked all the three for murder and will be handing them over to the Gorai police station.

Three minor girls raped by peon at government orphanage in Allahabad The accused Vidyabhushan Ojha (52) was arrested from the vicinity of the juvenile home, which is situated in Shivkuti locality of Allahabad.

LUCKNOW: In a horrifying incident, three minor girls were raped by peon in Rajikiya Shishu Grih, an orphanage run by the government, for children below 10 years of age in Allahabad district. The victims are said to be between 6 to 9 years of age were subjected to physical and mental trauma for last few months. An FIR has been lodged by orphanage with the police on the basis of complaint of the victims.

The peon was raping them for last few months and had threatened them of dire consequences if they dared to lodge a complaint. However, the matter came to light when one of the girl told it to childless couple who had come to adopt her. The couple immediately informed the local authorities. Later inquires revealed that there were two more victims. The medical examination of the girls has confirmed rape.

The accused, Vidhya Ojha, has been arrested. He was employed on contract basis and working in the orphanage for the last five years. Senior officials of the Allahabad district administration rushed to the spot after they came to know about the incident. The state government has ordered an inquiry into the matter. Orphanage superintendent Urmila Gupta has been suspended on charges of laxity in discharge of duty.

The police has registered a case. Official suspect that a few mentally retarded orphan girls in the orphanage have also been abused. Experts will be called to interact with the mentally retarded girls to find out the truth. Other children in the orphanage are also being examined. The orphanage has children more than its capacity and is in poor condition. Most of the residents are girls as the childless couple prefer boys for adoption.

This is not the first incident when minor and disabled girls gave fallen victim to perverts in government institutions in the state. Last year, a visually challenged girl was raped in the government school for blind in Lucknow. In December 2012, as many as 12 deaf and dumb girls and a boy studying in a government school for hearing impaired had complained about sexual harassment by the son of the school manager.

Mobile heroin lab busted in Manipur

Imphal, Apr 3 : Narcotics Control Bureau sleuths have busted a mobile heroin processing unit on the Imphal West-Thoubal districts border, arrested four persons and recovered 1kg of the drug, a year after the presence of such units came to light in Manipur.
The sleuths seized all the equipment in the laboratory along with 7kg of opium and a large quantity of morphine ready for making heroin.
Officials at the bureau’s Imphal office today said with help from the Assam Rifles, they had zeroed in on a mobile laboratory set up at a makeshift hut on a riverbank at Lilong, on the border of Imphal West and Thoubal districts on the night of March 30.
A local youth club of the area extended help in locating the laboratory.
The seized equipment include plastic tubs, mugs, lime bags, one wooden pressing machine and camouflage clothing.
Preliminary interrogation of the arrested persons revealed that the mobile unit produced about 4kg of heroin powder before it was busted.
“Two consignments of heroin processed by this mobile unit were taken to Lucknow via Guwahati for further refining before being sold in India and abroad. Each consignment weighs between 1kg and 2kg,” an official of the NCB said.
He said some amount of the drugs processed by the unit, which is one of several such mobile laboratories in Manipur, was sold in Manipur itself.
“We are trying to identify the link between this unit and international drugs syndicates,” the official said.
NCB officials believe that the drug smugglers had learnt the heroin processing craft while visiting similar laboratories either in neighbouring Myanmar or other countries.
Manipur is close to the Golden Triangle and large quantities of heroin manufactured in the triangle are smuggled to India through Manipur’s border township of Moreh.
Officials estimate that 20-30kg of heroin comes to Manipur annually from Myanmar.
Each kilogram of heroin, which is sold at Moreh for Rs 12 lakh, fetches more than Rs 1 crore in the international market. The heroin processed in Manipur, however, is sold for Rs 5 lakh a kg in the state.
The mobile units have been able to come up because of extensive cultivation of poppy in the state’s hills, especially in Churachandpur, Ukhrul, Chandel and Senapati districts.
Opium and a chemical called acetic anhydride are used to process heroin.
While the chemical is used as a preservative in any laboratory and is easily available, the opium from the state’s poppy farms is also readily available, making it easy for such mobile laboratories to procure the raw materials and produce heroin.
Intelligence inputs suggest that China-based smugglers are funding the poppy cultivation in the state.
This year, bureau officials destroyed poppy cultivation across more than 1,250 acres in Churachandpur district alone.
The four arrested persons have been identified as Md Ziaur Rahman, Yaiya Khan, Md Nurdin and Md Munir Khan in the age group of 27 to 30. They are now in jail.

Bhopal: A policeman was Tuesday caught on video raping a woman in a slum area in Jabalpur district of Madhya Pradesh.

The police, who were earlier refusing to entertain a rape complaint against the policeman, were forced to register an FIR when shown the video clip taken on a mobile camera.

Pradeep Singh, an inspector posted in Seoni district, had come to Jabalpur to visit a court. Later, he went to a slum area and entered a hut.When he forced himself on a woman, she cried and people gathered there. The inspector was literally caught on camera with his pants down.

Police first refused to accept her complaint.But soon a person came with the video clip and the police had to register a FIR against the inspector.

"It is a serious issue and we are acting on it. He (Pradeep Singh) has been arrested and may be dismissed from service," said Inspector General of Police V. Madhukumar.
